SB 1383 Expanded Mandatory Organics Recycling
Senate Bill 1383 (“Short-Lived Climate Pollutants Reduction Act”) is a California law passed in 2016 that targets methane emissions from organic waste in landfills. Under SB 1383, statewide goals include:
- Reducing organic waste disposal by 75% (vs. 2014 levels) by 2025
- Recovering 20% of edible food that would otherwise be discarded, for human consumption by 2025
Organic waste includes food scraps, yard trimmings, food-soiled paper, and other degradable materials. Diverting these from landfills dramatically cuts methane emissions—a greenhouse gas roughly 80 times more potent than CO₂ over a 20-year span.
Key Requirements for Residents & Businesses
Residents:
- Separate food scraps, yard waste, and food-soiled paper into the organics bin.
- Participate in local collection or self-haul to approved facilities.
Businesses & Multi‑Family Properties:
- Provide labeled containers for organics and recyclables wherever trash cans are available.
- Educate staff and tenants annually on proper sorting and ensure containers are monitored and contamination is minimized.
- Certain commercial food generators (restaurants, supermarkets, institutions) must recover and donate surplus edible food via designated food recovery organizations.
