Racial and Identity Profiling Act (RIPA), a California law that requires law enforcement agencies to collect and report certain information about police contacts. The law was passed in 2015 as Assembly Bill 953. The law's purpose is to prohibit racial and identity profiling, improve diversity and sensitivity in law enforcement, and provide data and recommendations. The law also established the Racial and Identity Profiling Advisory Board, which reviews agency data and issues an annual report. The board also provides data, best practices, and recommendations to help advance the goals of the law.
The law requires law enforcement agencies to collect data on:
- All vehicle and pedestrian stops
- Citizen complaints alleging racial and identity profiling
- Information about the stopped person, such as their perceived race, ethnicity, gender, age, and disability
- The reason for the stop
- Actions taken by the officer
- The basis for any search and if property was seized
- The result of the stop
