Dr. Chi-Chung Keung has been a dedicated resident of Fullerton for over 25 years, bringing a deep commitment to civic engagement and community well-being. He currently serves as the Chief Communications Officer for the Rancho Santiago Community College District, where he leads strategic communications, public relations, and branding initiatives across the district.

 

Dr. Keung previously served as the Public Information Officer and Chief Communications Officer for the City of Fullerton, as well as leading the News Media Services team at California State University, Fullerton. Keung also taught at Biola University as an adjunct professor for 20 years. His career spans more than three decades in higher education, municipal government, and nonprofit leadership, with a focus on strategic marketing, crisis communications, and community relations.

 

He holds a Doctorate in Educational Leadership from Cal State Fullerton, an MBA in Marketing from Cal State LA, and a Bachelor of Science in Business Management from the University of Southern California.

 

Dr. Keung has served on numerous boards and advisory committees, including Pioneers USA, Biola University’s Public Relations Advisory Board, and the boards of the La Mirada, Cerritos, and Lakewood Chambers of Commerce. He has also contributed to national conversations on communications, leadership, and diversity, equity, and inclusion. Locally, he has served for over a decade on the planning committee for the annual Fullerton Prayer Breakfast and is a proud parent of two Sunny Hills High School graduates. His leadership reflects a lifelong dedication to building bridges between institutions and the communities they serve.
