The Insurance Services Office (ISO), which is part of Verisk, evaluates fire protection in communities across the United States. In its most recent evaluation, ISO awarded Fullerton an improved Class 2 Public Protection Classification, which takes effect November 1, 2026.

What ISO Evaluates

ISO evaluates the complete system that a community relies on to suppress structure fires:

  • Fire Department: Staffing, station locations, equipment, and training.
  • Water Supply: Water delivery systems, flow capacity, and hydrant maintenance.
  • Emergency Communications: 911 dispatch capabilities and call processing.
  • Community Risk Reduction: Fire prevention codes, public education, and investigation programs.

Key Improvements

Fullerton's Class 2 rating reflects recent investments in fire protection, including:

  • An additional fire engine company that improved response coverage throughout the city.
  • Deployment and staffing improvements that strengthened the city's first-alarm response.
  • Improved call processing at the regional dispatch center that serves Fullerton.

Insurance Considerations

Insurance companies receive ISO classifications and may consider them when they set rates for homes and businesses.

How the rating is applied depends on each carrier's underwriting guidelines. Some companies evaluate each class individually, particularly for commercial properties, while others group several classes together or rely on their own risk models, so the effect on an individual policy may vary.

Information for Property Owners

ISO sends updated classifications directly to insurance providers, so no action is required by property or business owners. For questions about how the rating affects a specific policy, please contact your insurance company or agent, who can verify the city's classification with ISO and explain how it applies to your coverage.
