Addressing Homelessness in Fullerton

Homelessness is a growing challenge at the national, state, and local levels — including right here in Fullerton. Recognizing its complex and multifaceted nature, the City has taken a proactive and balanced approach to addressing homelessness while adhering to the legal requirements that shape what actions can and cannot be taken.

Through strong partnerships with city staff, volunteers, nonprofit organizations, and the private sector, Fullerton is working to provide meaningful support and resources for individuals experiencing homelessness. At the same time, the City is committed to respecting the rights of residents, homeowners, and businesses, ensuring that solutions promote both compassion and community well-being.

Information System (HMIS) for the Orange County CoC.

HMIS is the electronic data collection system required by the U.S. Department of Housing and Urban Development (HUD) for programs receiving homeless assistance funds under the McKinney-Vento Homeless Assistance Act. The system ensures compliance with responsibilities outlined in 24 CFR 578.7(b) for designating and operating an HMIS.

The Homeless Emergency Assistance and Rapid Transition to Housing (HEARTH) Act established data collection requirements essential to HMIS. Under the HEARTH Act, HUD must ensure that recipients and subrecipients consistently participate in HMIS-compliant software. Current HMIS standards are based on the 2004 Technical Standards and the 2010 Data Standards.

The City of Fullerton has direct access to HMIS, allowing staff to securely obtain data that supports housing programs, resource coordination, and effective responses to homelessness within the community.
