According to the Annual Action Plan requirements, City of Fullerton Housing Division has created the following goals for FY 2026-2027:

• Expand Housing Opportunities: Preserve and increase affordable housing through strategic investment, community engagement, and responsible growth.
• Address Homelessness: Implement a coordinated system of outreach, shelter, supportive services, and permanent housing solutions to assist individuals experiencing homelessness.
• Improve Community Infrastructure: Invest in public facilities and infrastructure that benefit low- and moderate-income neighborhoods.
• Strengthen Public Services: Support essential public services for low-income residents, including youth, families, older adults, veterans, and individuals with special needs.
• Promote Housing Stability and Quality of Life: Utilize CDBG and HOME funding to partner with nonprofit organizations that provide services fostering housing stability, economic opportunity, and improved quality of life for vulnerable populations.

Housing and Neighborhood Services coordinates activities that preserve and enhance the character of Fullerton’s neighborhoods. Housing staff are responsible for implementing the City’s Housing Strategy and Implementation Plan, and the federally funded Community Development Block Grant (CDBG) and HOME Investment Partnerships Act (HOME) entitlement programs. Neighborhood Services staff are actively involved in ensuring that residential properties are safe and sanitary and makes loans or grants available through our Home Improvement Program to assist homeowners in need of health and safety, building code, and accessibility related repairs. The Housing Division also maintains updated information on local developments that offer affordable housing.
