About Orange County Power Authority and Community Choice Aggregators (CCAs) 

Community Choice Energy provides communities greater local control over how their power is generated. For Buena Park, this means greater customer choice for residents and businesses, and a not-for-profit energy option to compete with Southern California Edison (SCE). And because OCPA is a not-for-profit, OCPA reinvests its revenue back into member communities, including Buena Park. Community Choice Aggregators (CCAs) like OCPA help cities achieve local climate goals by significantly reducing their energy-related carbon emissions. There are 25 CCAs across the state of California serving over 15 million customers in over 200 communities.  CCAs now provide over one-third of the total energy on the electric gird, which means renewable energy has overtaken fossil fuels for many hours and days of the year.

The Orange County Power Authority (OCPA) is a not-for-profit community clean energy provider founded in 2021 that currently serves the cities of Buena Park, Fullerton, and Irvine, with Fountain Valley joining in 2027. OCPA offers three renewable energy plans at stable rates that customers can choose from, and each plan helps put renewable energy onto the electric grid to “green the grid” and replace carbon-emitting fossil fuels.

OCPA procures energy from renewable sources on behalf of its customers, and partners with Southern California Edison (SCE) to deliver that energy to customers via SCE's infrastructure. Customers still receive their monthly bill from SCE, the only change is that the generation now comes from OCPA rather than SCE.

The City of Fullerton has designated the default energy plan for residents and businesses at Smart Choice for 2026. New customer accounts will be automatically enrolled at Smart Choice, and customers can change their plan or opt-out to remain with SCE’s electricity generation at any time. There is no fee to make changes.

OCPA offers three renewable energy plans to all customers.

The City of Fullerton has designated the default energy plan for residents and businesses at Smart Choice to make the biggest impact. New customer accounts will be automatically enrolled at Smart Choice, and customers can change their plan or opt-out and remain with SCE’s electricity generation at any time. There is no fee to make changes.
