Important Notice: The City of Fullerton will resume sending delinquent notices for unpaid utility bills that are due on or after August 1, 2025. Contact us to discuss payment plan options if you are unable to pay your bill in full by the due date. Please note: Accounts with past due balances may be subject to late fees, posting charges, and reconnection charges due to water service disconnection. Thank you for your attention to this matter.

Effective October 23, 2025, the City of Fullerton has a new mailing address for payments. Please update your records and notify your bank or bill-pay service to ensure future payments are sent to the correct location.

Begin to use this new address immediately. Payments sent to the old P.O. Box will be forwarded for 60 days only. After December 31, 2025, any payments sent to the old address may be delayed and could result in late fees.

 

The City of Fullerton provides water service to residents and businesses. Trash collection fees are included in the Utility Bill for residential accounts only. Businesses must contact Republic Services at (714) 738-2444 to set up trash collection.


Payment Methods

Autopay

Ensuring your Utility bill is paid can be a lot easier thanks to AutoPay. AutoPay is a free service that can be set up through your checking account. By enrolling in AutoPay your bank account will be drafted the amount due on the bill due date. To enroll in AutoPay please complete the application and mail or bring the completed application accompanied by a voided check to City Hall to start direct payment.

Pay Online

Once you have registered your account online using your current customer and account number located on your utility bill you can login to make payments. There is no additional charge and payments are displayed in real time. We accept Discover Master Card, and Visa. 

The account number will remain the same, however your customer identification number will change. For example, If your customer ID was previously 0123456, it will now be 9123456, you must drop the leading 0 and replace it with a number 9.

Detach payment stub and send with your check in the return envelope provided. Make checks payable to “City of Fullerton”.

Visit our payment center located at City Hall (we accept cash, checks, debit and credit cards). For your convenience, drop boxes are located outdoors on the north side of City hall for after hour payments.
