Why do I have back-to-back due dates?
Bi-monthly customers typically receive six bills per year. However, due to the City's transition to a new billing system, only five bills were sent out in 2024. To stay on schedule and ensure all water usage is accurately billed, seven bills will be issued in 2025. This may result in some bills having closer due dates than usual.

How is the City helping?
To ease the impact:

  • Each water usage tier was expanded by 15,000 gallons to lower the overall charge for your water use.
  • No late fees were charged on bills due from May, 2024 - July, 2025.
  • Payment plans are available to make managing costs more convenient—call us at (714) 738-6890 for assistance.

Why does my bill cover more days?

As part of the City’s transition to a new billing system, some bills in late 2024 and early 2025 reflected longer-than-usual billing periods—more than 64 days for bi-monthly accounts and more than 34 days for monthly accounts.

To help reduce the impact of these extended periods on your bill, we temporarily increased each water usage tier by 15,000 gallons for bi-monthly accounts (7,500 gallons for monthly accounts). This adjustment was made to minimize unexpected charges due to higher water usage caused by the longer usage period. See the graphs provided below for these temporary water usage tier adjustments.

Rest assured, there was no increase in water rates in 2024—this was simply a temporary measure to help during the transition.
