The Administrative Services Department provides an extensive number of financial and other services to both City departments and citizens of the community: Administration, Fiscal Services, Information Technology (IT) Support, Legal Services, Purchasing, Refuse Collection (contract administration), and Revenue & Utility Services.
The City Clerk's Office is the records center for official actions of the City Council and the Successor Agency to the Fullerton Redevelopment Agency, and is responsible for related agendas, minutes, and public hearing notices. In addition, the office receives claims and legal actions against the City; oversees the City's Records Management Program; maintains the Municipal Code and registration/ownership certificates for City vehicles; attests and notarizes City documents.
The City Manager Department administers executive oversight of citywide operations, policy development, fiscal planning and manages divisions such as economic development, public information, city clerk and city council services.
All of the services provided by the Community Development Department are designed to ensure orderly and safe development within the city and provide for future growth. The department administers and enforces the City's Zoning Ordinance, General Plan, and adopted Uniform Building Codes. Permit issuance, plan checking, and construction inspection services are provided. Economic Development plans, organizes, and directs affordable housing and economic development programs, projects and activities. These efforts are focused on supporting and enhancing the overall economic well-being of the community.
The Fullerton Fire Department provides a variety of programs designed to protect the lives and property of the inhabitants of the City of Fullerton from the adverse effects of fires, sudden medical emergencies, or exposure to dangerous conditions.
The Human Resources Department provides a wide range of services to the organization and its employees in the areas of personnel services, labor relations, group insurance/benefits administration, workers' compensation, and the liability and property self-insurance program.
It is the mission of the Fullerton Public Library to provide a diverse community with resources and support to use information in many media, to stimulate and facilitate literacy in all its forms, to provide quality collections and effective use of evolving technologies, to emphasize public participation and outreach, and to create forums and gathering places to engage in cultural and educational programs and partnerships.
The Parks and Recreation Department provides a wide range of programs to the community in the areas of human, leisure and cultural services; special event production; and development and operation of various facilities and parklands.
Maintenance Services and Engineering departments have been combined to form the new Public Works Department. Maintenance Services protects the investment the community has made in its infrastructure - the streets, buildings, parks, and other facilities that belong to all Fullerton residents: this includes maintaining the City's automotive equipment, sidewalks, buildings, landscapes, parks, trees, streets, sewers, streetlights, graffiti removal, and the maintenance and operation of the water system. Engineering provides Administration and Project Development & Design for the City's Capital Improvement Program (CIP). This responsibility also includes deficiency surveys of the existing infrastructure system, coordination of CIP projects with other City departments, and administration of several special funding sources, such as Measure M, Gas Tax, and Sanitation funds.
