Subdivision of a residential property into two lots in the R1-20 zone (Single Family Residential, minimum lot size 20,000 square feet).
The proposed project is a request to subdivide an undeveloped property, approximately 4.11-acres in size, into two lots of approximately 2.4 and 1.71 acres for two single family residences. The project site is located on the east side of Ladera Vista Drive, immediately north of 1830 N. Ladera Vista Drive, and extending northward to the golf course. The project initially proposed the import of approximately 75,000 cubic yards of earth to be used as fill material on the property, and a series of retaining walls across the entire site. The project has been revised to move the residence on Lot 1 closer to Ladera Vista Drive, reduce the amount of imported fill material to approximately 11,300 cubic yards and eliminate most of the retaining walls.
May 29, 2019 Update: The project was approved at hearing. Construction designs are being prepared by the applicant at this time.
An Initial Study and Mitigated Negative Declaration (IS/MND) were prepared to evaluate the potential environmental impacts of the project as originally proposed, and the review period occurred from October 6, 2016 to November 5, 2016. The project design has since been modified in response to comments received by the City regarding the IS/MND. The revisions to the site design were made to reduce impacts associated with the original proposal. The IS/MND has been updated to analyze the environmental effects of the revised project. Therefore, in accordance with the State CEQA Guidelines Section 15073.5, recirculation of the revised IS/MND is not required. Links to both the original and Revised IS/MND are provided below.
Biological surveys of the property were conducted from May to July 2017 as required by the U.S. Fish and Wildlife Service and California Department of Fish and Wildlife. During the course of these surveys, no state or federally-protected wildlife resources (California Gnatcatcher and Least Bell’s Vireo) were detected on the project site.
A Planning Commission public hearing is scheduled for Wednesday, August 22, 2018. The hearing will be held in City Hall Council Chambers at 7:00 p.m. Public Hearing Notice
A Community Meeting was held on October 26, 2016. This meeting introduced and described the project to the surrounding community and offered an opportunity for interested parties to ask questions and make comments. There were no decisions made regarding the project at the Community Meeting.
