January 16, 2002

Chairman Hardwick called the meeting to order at 7:30 a.m.

Minutes of December 19, 2001 were APPROVED as written.

Chairman Hardwick introduced the newest committee member Tim Devlin.

Election of Committee Chair and Vice Chair

Chairman Hardwick informed the committee that a new Chairman and Vice Chairman needs to be elected and requested not to be nominated for a fourth term. Committee member McNelly was nominated by Committee member Mahaffey as the 2002 Chairman, and seconded by Committee member Schmidt. There being no other nominations the election of Chairman McNelly was unanimously approved.

Committee member Roberts nominated committee member Lesley Mahaffey to continue in her role as Vice Chairman. The motion was seconded by Committee member Schmidt and unanimously approved.

ERMC 2001 Accomplishments

The ERMC 2001 Accomplishments list was introduced to the committee for review. Associate Planner Viado noted that, like last year, the current list would be forwarded to the City Council as an informational item. Chairman McNelly felt that the city's "Award winning" Backyard Composting Workshop program should be included in the list. The committee also felt the accomplishments should reflect the city's diversion ranking in Orange County.

After additional discussion on the list of accomplishments, Committee member Roberts made a motion to accept the 2001 Accomplishments as amended, Committee member Hardwick seconded the motion. The motion was unanimously approved. Chairman McNelly expressed his gratitude for staff's preparation and participation with the committee.

2002 Goals and Objectives

Chairman McNelly discussed the Goals and Objectives document. Members were asked to make any additions or deletions to the document.

Committee members discussed the County of Orange National Pollutant Discharge Elimination System (NPDES) permit renewal, of which the city is listed as a "Co-Permittee". There is some concern regarding the costs associated with various new programs proposed in the permit renewal and how the city will implement the new requirements. Associate Planner Viado assured that Engineering Department Director Bob Hodson was attending the regional board meetings on the permit renewal and a report would be forthcoming to the committee at a future date.

The discussion continued to cover the committee's concerns regarding Solid Waste Issues, such as the Green Waste Collection program, Used Oil Collection and Beverage Container Recycling Programs. Associate Planner Viado indicated various speakers would be invited to future meetings to discuss these topics in further detail.


Committee member Roberts expressed his appreciation to former Chairman Hardwick for a job well done during his time as Chairman. He also thanked Associate Planner Viado for her efforts and support towards this committee.

Chairman McNelly expressed additional appreciation to former Chairman Hardwick and to the members of the committee for their past and future efforts.

There being no further business the meeting was adjourned at 8:40 a.m. The next regularly scheduled meeting will be February 20, 2002.
