The City of Fullerton provides a comprehensive set of health benefits, including medical, dental, vision, life and disability coverage for eligible active employees, as well as access to medical and dental group coverage for eligible retirees.   There are a number of coverage options to let you personalize your benefits.  Review the links below for information about your benefits and the costs associated with the plan.  City contributions are determined through collective bargaining.  

If you are a regular full-time employee working at least 30 hours per week, you and your eligible dependents may participate in City of Fullerton's benefits program.  Eligible dependents include:  legally married spouse, registered domestic partner, and children under the age of 26, regardless of student or marital status.

As an eligible employee, you may enroll at the following times:  as a new hire, open enrollment, and within 30 days of a qualifying event such as marriage, death, loss of coverage, or birth or adoption of a child.  

The City's benefit plans are effective January 1st through December 31st.  There is an annual open enrollment period each year, during which you can make new benefit elections for the following January 1st effective date.  Once you make your benefit elections, you cannot change them throughout the year unless you experience a qualifying event as defined by the IRS.

Coverage for a new dependent is not automatic.  If you experience a qualifying event, you have 30 days to update your coverage.  Please contact Human Resources immediately following a qualifying event to complete the appropriate election forms as needed.

Open enrollment is your annual opportunity to make your benefits choices for the upcoming year. During Open Enrollment, you can enroll or change your plan options and add or remove dependents from your coverage.

City of Fullerton Local Gift Card Program Offers 50% Bonus

Match to Support Local Businesses

FULLERTON, CA (June 18, 2026) – The City of Fullerton is offering a shop-local digital gift card as part of its "Shop. Play. Dine. Stay." initiative, with a limited-time 50% bonus match that gives residents, visitors, and employers an easy way to support local businesses and keep more dollars in the community.

Available now at https://fullerton.yiftee.com/, the program currently features 12 participating Downtown Fullerton businesses, with more being added. Gift cards are available in denominations of $25, $50, $100, and $250, and each purchase receives a 50% bonus match while funding lasts, meaning a $50 gift card provides $75 in local spending power. Rather than a physical gift card, the digital card can be added to a smartphone wallet for convenient use and tracking, and participating merchants accept it just like a Mastercard.

"Every dollar spent locally has a multiplier effect throughout our community," said James Wurtz, Economic Development Manager for the City of Fullerton. "This program benefits residents, employers, and local businesses by keeping more dollars circulating within Fullerton's economy."

"We're excited to see the Shop, Play, Dine, Stay Fullerton gift card program gain momentum," said Jeff Tomes, founder and owner of Pilgrim Coffee, which joined the program in summer 2025. "It's a big win for small businesses like ours - we love the new customers it brings in. And with the BOGO, locals can explore even more spots that make our community unique."

The card is designed for a variety of uses. Individuals can purchase gift cards for graduation gifts, Father's Day, teacher appreciation, or other special occasions, while local employers can incorporate them into employee recognition, bonuses, and rewards programs, supporting their teams while investing in the local economy.

Participating businesses can join the program at no cost, making it an easy way to attract new customers, increase visibility, and benefit from a citywide effort to encourage local spending.
