Chairman Ginter called the regular meeting of the Transportation &Circulation Commission to order at 4:00 p.m.
Commissioner Hardwick made a motion to approve the April 2, 2001 minutes. Commissioner French seconded, and the motion passed unanimously.
- 1. CONSIDERATION OF A REQUEST TO REMOVE THE OVERNIGHT PARKING RESTRICTIONS ON EADINGTON AVENUE BETWEEN GAGE AVENUE AND BAKER AVENUE
City Traffic Engineer Mark Miller presented the request made by Mr. Richard Hassebrock, property owner of 1500 West Gage Avenue. Mr. Hassebrock requested the exemption from the 2:00 a.m. to 5:00 a.m. overnight parking restriction on Eadington Avenue between Gage Avenue and Baker Avenue. Eadington Avenue is a 36-foot wide residential street comprised of 4 single family homes, a prima facie speed limit of 25 mph, parking is allowed on both sides of the street with the exemption of overnight parking, and no reported accident history in the past 12 months. Miller stated that some of the homes have widened their driveways and the home at 1500 West Gage Avenue has a two-car garage, a very short driveway onto Eadington Avenue, and another driveway that was installed off of Gage Avenue. Staff recommended denying the request because it is not considered deficient by today's standard.
Commissioner Buck asked if there were other streets in the area that allowed overnight parking.
City Traffic Engineer Miller stated that there weren't any areas around the proposed area except one small street that is Orchard Avenue east of Basque Avenue.

Richard Hassebrock, 1500 West Gage Avenue stated that two of the four residents have difficulties with parking. He has a two-car garage but does not have sufficient parking for vehicles that he owns. His household has 4 drivers and 4 vehicles. The extra driveway was installed for RV parking. Mr. Hassebrock stated that he was trying to comply so he parked his cars in his driveway to get his cars off the street and was cited for overhanging the driveway. He then parked his cars on the parkway and was cited for parking on the parkway.
Jorge Ramirez, 1485 West Baker Avenue stated that he has 4 cars and has made his driveway larger to fit 3 cars. Mr. Ramirez stated that their street has very little traffic at night on their street and they are requesting to park their cars on the street overnight.

Chairman Ginter stated that he was for overnight parking exemption.
Commissioner Cochran stated that he was in favor for overnight parking because he sees the deficiency in this situation.
Commissioner Robeson stated that his concern was there was going to be a lot of cars parked on this street if overnight parking is lifted because no other streets around this location allows overnight parking. Commissioner Robeson was leaning towards voting in favor of overnight parking but it also creates a hardship.
Commissioner Buck stated that he would not like overnight parking on his own street but he would go along with the people of this neighborhood. They are unanimous and it a very small part of the neighborhood.
Commissioner French stated that precedence is being established. Once neighbors find out that a ban has been lifted for this street then others would want the ban lifted for them as well. Everybody goes through the stage of having more cars than they have room for at some point when they have young drivers at home.
Commissioner Hardwick moved to approve overnight parking on Eadington Avenue between Gage Avenue and Baker Avenue. Commissioner Cochran seconded. The motion passed 5-1. Commissioner Robeson opposed.
- 2. CONSIDERATION OF A REQUEST TO REMOVE THE OVERNIGHT PARKING RESTRICTIONS ON JACARANDA PLACE FROM DRAKE AVENUE TO ITS WESTERLY TERMINUS
City Traffic Engineer Mark Miller stated that Mr. William Vallone, property owner of 616 Jacaranda Place requested overnight parking exemption. Jacaranda Place is a narrower street than the previous street discussed. Jacaranda Place is comprised of single-family homes except for the property owned by the Korean Church. This petition was signed by 85% of the residents. The property owner at 622 Jacaranda Place has a three-car garage and was opposed to the petition. The other homes all have two-car garages with driveways with sufficient length. Staff recommended denying the request for overnight parking.
Commissioner Ginter asked if the church was separated by a wall at the cul-de-sac and asked if people park on Jacaranda Place and walk to the church.
Commissioner Cochran asked if there were other streets in the area that allow overnight parking.
City Traffic Engineer Miller stated that there was a number of streets in the area that were exempted: East on Jacaranda Place from Drake Avenue to Malden Avenue; west of Malden Avenue; parts of Brookdale Place; and parts of Union Avenue.

Gladys Vallone, 616 Jacaranda Place stated that 622 Jacaranda Place was out of town and was not opposed to the petition. Mrs. Vallone stated that the residents in their neighborhood has 3 or 4 vehicles. There are many families that have children that have grown up and still live at home so there is not enough parking. Mrs. Vallone stated that her driveway is narrow and cars have to be parked behind each other so when someone has to leave, they have to move all the cars out.
Patrick Lester, 607 Jacaranda Place stated that majority of the homes were built in the 1920's and the garage sizes do not accommodate the vehicles of today's size. Mr. Lester stated that his street is a cul-de-sac and they have a better ability to survey the stray cars.

Commissioner Robeson stated that so many of the streets in this neighborhood allow overnight parking and it would be silly to deny this street. Commissioner Robeson stated that even though he is against overnight parking, he was in favor of this due to the statistics.
Commissioner Hardwick moved to approve overnight parking on Jacaranda Place. Commissioner Cochran seconded. The motion passed unanimously.
- 3. CONSIDERATION OF A REQUEST TO DESIGNATE ONE PARKING STALL ON THE EAST SIDE OF POMONA AVENUE IMMEDIATELY NORTH OF AMERIGE AVENUE IN FRONT OF THE BUSINESS AT 205 EAST AMERIGE AVENUE/210 NORTH POMONA AVENUE, AS A PLACE WHERE PARKING SHALL BE LIMITED TO 15-MINUTE (GREEN CURB) PASSENGER LOADING/UNLOADING
City Traffic Engineer Miller stated that staff received a request from Mr. Eric Vedborg, Executive Director for the convalescent/transitional living center to designate one parking stall on the east side of Pomona Avenue in front of 205 East Amerige Avenue/210 North Pomona Avenue as a 15-minute limited parking. This parking space would provide an opportunity for the business to have a place for people to park on a short-term. This would also allow the center to allow visibility of their front door and a place to load and unload passengers on a short term. Staff felt that a green curb was best because it allows 20-minute parking for loading/unloading of goods and a yellow curb only allows 3-minute passenger loading/unloading. The business requested a curb cut impression in front of the business but staff does not feels that is acceptable on the type of design that the existing curb, roadway, and sidewalk is and generally curb cuts are not put in mid-block locations. Staff recommended to approve the request to designate one parking stall on the east side of Pomona Avenue immediately north of Amerige Avenue as a place where parking shall be limited to 15 minutes for passenger loading/unloading.
Lieutenant Mayes recommended a "15 minute loading/unloading" sign to be posted.
Lorraine Taylor, Manager of 205 East Amerige Avenue/210 North Pomona Avenue stated that their business relies heavily on donations. Parking on their street is always occupied and it is such a hardship for their donators to find a place to park. They have to double park or park across the street. This parking stall would benefit their business.
Commissioner Hardwick moved to accept staff's recommendation with the addition of a sign being posted for "15-minute loading/unloading". Commissioner French seconded. The motion passed unanimously.
- 4. DIRECTIVE TO REVIEW AND CONSIDER THE FEASIBILITY OF A NEW TRAFFIC SIGNAL AT THE INTERSECTION OF ORANGETHORPE AVENUE AND MANHATTAN AVENUE
The Commission directed staff to review the feasibility of a new traffic signal being installed at the intersection of Orangethorpe Avenue and Manhattan Avenue. The original request was to install a traffic signal at Raymond Avenue and Burton Street. This request did not meet the warrants for a traffic signal. In an analysis for vehicles coming out of a side street, you subtract the right turning vehicles from the number. Staff recommended not to install a traffic signal at Manhattan Avenue and Orangethorpe Avenue at this time but to revisit this in 6 months and hopefully this facility will be completed and staff will have a better idea on how the traffic is operating. City Traffic Engineer Miller stated that there is a problem.
Commissioner Hardwick moved to accept staff's recommendation. Commissioner Robeson seconded. The motion passed unanimously.
- 5. PROPOSED BUDGET AND CIP REVIEW
The traffic engineering staffing remains unchanged with the new budget. Two additional positions will be proposed in the next two years; permit technician and GIS. The budget will be going before the City Council on Monday, June 11, 2001 and Tuesday, June 12, 2001 for approval.
Chairman Ginter asked if the commission could have a list of arterial streets that will be under reconstruction.
Assistant City Engineer Don Hoppe stated that he would send a tentative list of proposed projects for the rest of the year for arterial streets.
Assistant City Engineer Don Hoppe stated that the City has $20 million committed to infrastructure repairs to arterial streets, residential streets, parks, street lights, alleys, various sewer and water projects for the first two years. In addition, there is approximately $20 million worth of carryover projects that are finishing design or currently under construction which that money will be carried into this year.
