CALL TO ORDER

The regular meeting of the Bicycle Users Subcommittee was called to order at 5:35 p.m.

APPROVAL OF MINUTES

The Minutes of the April 21, 2004, meeting were approved.

NEW BUSINESS

  1. DISCUSS BASTANCHURY RECONSTRUCTION FROM PUENTE TO 1200 WEST OF FAIRWAY ISLES

    Plans and specifications are complete to repave the north side of Bastanchury from Puente to 1200 feet west of Fairway Isles. The ultimate striping configuration on Bastanchury will be three lanes of traffic in each direction leaving no room for a Class II bike lane. This segment of Bastanchury currently does not have a striped bicycle lane, and staff is proposing not to install a stand alone Class II bike lane with the reconstruction project.

    Next year Bastanchury will be widened from Harbor to east of the golf coarse. St. Jude Hospital will also be dedicating right-of-way and providing some widening of the street near Harbor Boulevard. The preliminary design is in progress for the widening project and an eight-foot wide sidewalk on the north and south side of Bastanchury from the golf course to the east is being considered as a Class I bike route. In addition, a signal will be installed on the east end of St. Jude property. The new signal location provides an excellent location for bicycles to cross Bastanchury. Class I versus Class II bike lane installation and alternate bike routes/trails were discussed.

    The BUSC agreed that a Class I route would be a better than a Class II route when the widening project is complete. However, as part of the current street reconstruction project, the BUSC agreed that a Class II bike lane should be installed until such time that the third lane of traffic would require removal. The installation of a Class II bike route is only recommended if the road is wide enough at the west end of the project where the road narrows and has an existing median.

  2. DISCUSS BICYCLE USERS SUBCOMMITTEE

    The following are the thoughts on making the BUSC known to the City Council members.

    Provide Council with a document that lists the following:

    Why we believe the BUSC benefits our community
    Who we are
    What we have done
    What we are currently doing
    What we plan for the immediate future
    Who would promote bicycling issues if our committee is abolished?

    Why we believe the BUSC benefits our community:

    Bicycling as an alternative mode of transportation
    Benefits of bicycling
    Our input improves bicycling safety, etc.

    Who we are

    Member names and bicycle background
    Why we are on the committee
    Who put us on the committee (I was interviewed by Flory and Bankhead who recommended you?
    General resumes (although this would be as an appendix if we include it at all)

    What we have done

    Prior master plan and policy
    What has city done to implement the plan and policy
    Who in city we have influenced (or who now consider bicycling in planning)

    What we are currently doing

    New master plan and policy guidelines (map and policy in appendix)
    Review of current signage and safety issues (matrix of streets and issues in appendix)
    Bike to Work Day involvement with city staff
    Review of projects as presented to us by city staff

    What we plan for the immediate future

    Review of safety and signage of trails
    Review of bicycle safety and promotion to bike riders as well as automobile drivers
    Promote bicycle riding within our community
    Inclusion of Fullerton bicycle clubs such as Velocity (note they would like to do a race in the city-close a loop to autos and go for it.)

    Who would promote bicycling issues if our committee is abolished?

    The BUSC asked staff why a consideration of eliminating the BUSC was being made. Staff responded that Council has asked City staff to reevaluate the different commissions and make recommendations on which committees/commissions could be reduced in size and/or eliminated all together. Engineering Department has suggested that the BUSC could be absorbed through the Transportation and Circulation Commission (TCC) since it is a subcommittee of the TCC. The sub-committee was concerned that the bicycle users and safety needs will not be properly represented by TCC.

    BUSC further expressed that for years there was no concern for their committee by neither staff nor council. As a result of finally being able to form such a committee they have accomplished changes that have been made through out the community. The question was posed as to what will happen now when issues do arise? How will they be properly addressed and by whom? Will TCC representative Mark Miller bring up BUSC issues?

    BUSC should be kept in place and not be reduced in size. The possibility was posed that they could meet less often but definitely be kept on as a sub-committee. The way each subcommittee member was chosen to serve in the selection process is unclear.

    Members were upset at the way council was going to initially disband this committee and make a decision without ever hearing from the various BUSC members. They are able to implement issues that TCC may not have time to do. For example, riding the actual routes and seeing where changes need to be made or signs need to be posted; bicycle safety issues that need to be addressed and signs that need to be posted on construction sites.

    BUSC members suggested becoming advocates for the trail systems since there are over 30 miles of trails. Encourage more people on street bikes to use the trails as much as possible.

NON-AGENDA ITEMS

Staff received a phone call from an upset resident complaining about mountain bikers riding too fast where there is pedestrian traffic and hikers at Castlewood Trail. There are no speed limits on the trails. Staff suggested that the citizen contact the police department to see if there was anything that could be done through police enforcement.

Equestrian riders have the right away over the hikers, bikers and pedestrians.

There is an organization called Trails For All that will hear complains/conflicts from all trail users: equestrians, hikers, bikers and joggers. They convene every 2-3 months and try to resolve any problems between the trail users; it is sponsored by the county.

The BUSC acknowledges that there are problems with lack of enforcement on the trails and it was further suggested that if a citizen has an issue/problem with a trail, that he or she may bring up their issue to council if they feel they require immediate attention. The BUSC will try their best on their end to help solve the issue as well.
