The Crimes Property Unit is responsible for the investigation of all crimes where the motive is financial gain, and there is no immediate threat to persons, or crimes that result in the destruction of property. Personnel assigned to this unit also review and issue City permits in various areas. Areas investigated include commercial and residential burglaries, theft, arson, vandalism, financial crimes, fraudulent checks, embezzlements, identity theft, internet fraud. The unit is also responsible for the issuing of Police Deparment permits and massage testing. The Crimes Property Unit is also responsible for issuing Police Department permits for the below list: (All permits are valid for one year, except Massage permits which are valid for two years) Permits are issued on Tuesdays from 9:00 - 11:00 a.m. and 2:00 - 4:00 p.m. with no appointment necessary. You must present valid identification and a social security card. At this time, your picture and "livescan" fingerprints will be taken. This day change without notice. Do Not sign the application until instructed to do so when it is turned in. You are subject to a business registration fee in most cases. All fees are paid at Fullerton City Hall. Fees schedule for Police Department Permits Massage Permit Information To be eligible to apply for a massage technician permit, you must have a minimum of 500 hours at a State-Certified School and be Nationally Certified. You must bring originals so that copies will be made for your application file. You must pass a Fullerton Municipal Code and First Aid/CPR test with a minimum of 70% score. You must have secured a place of employment prior to applying for the permit. The Municipal Code is available to study on-line OR you may purchase a copy in the City Clerk’s Office at City Hall less than $ 7.80. To open a new massage business, you must first check with the Zoning Department (738-6540). There are numerous City Codes applicable to this type of business. Please check the Municipal Code on the website. Before you are allowed to open, you must be approved by the Zoning and Building Departments AND inspected by the Police Department, Fire Department and the Orange County Health Department.
