F. Richard Jones, M.D.Council Member F. Richard Jones, M.D., was elected to his first four-year term on the Fullerton City Council in November 1996, and relected in December 2000 and December 2004. He served as Mayor from 1999-2001, and as Mayor Pro Tem in 1998-99.

Council Member Jones represents the City on the Orange County Vector Control Board, the Santa Ana River Flood Protection Agency, and the Independent Cities Risk Management Authority. He is the City's alternate representative on the North Orange County Cities Transit Assessment Study.

 

Council Member Jones was born April 14, 1933, in La Porte, Ind., and grew up in Texas. He graduated from Ball High School in Galveston in 1951, and entered pre-medical studies at the University of Texas in Austin. He received his Doctor of Medicine degree from the University’s Medical Branch in 1958.

Council Member Jones, a specialist in plastic surgery, joined the U.S. Air Force Medical Corps in 1957, and began moving through the ranks, retiring in 1977 with the rank of colonel. While in the Air Force, he served as Chief of Plastic Surgery Service and Assistant Chairman of the Department of Surgery at the USAF Medical Center at Keesler Air Force Base in Mississippi; as Clinical Associate in Plastic Surgery at Tulane Medical School in New Orleans; as Chief of Plastic Surgery Service at David Grant USAF Medical Center at Travis Air Force Base; and as Military Consultant for Plastic Surgery to the USAF Surgeon General. He was also a senior flight surgeon.

While in the Air Force, Council Member Jones received the Air Force Commendation Medal, the Air Force Meritorious Service Medal, and the Malcolm C. Grow Award as USAF Flight Surgeon of the Year for 1962.

Retired from the service in 1977, Council Member Jones, who is certified by both the American Board of Surgery and the American Board of Plastic Surgery, moved to Fullerton and opened his surgical practice. He retired from the active practice of medicine in 1997.

Professional organizations of which Council Member Jones is a retired member and past officer include the Orange County Society of Plastic Surgeons; the California Society of Plastic Surgeons; the California Medical Association; and the American Society of Plastic and Reconstructive Surgeons. He is also a member of the American Society of Aesthetic Plastic Surgeons; Orange County Medical Association; the American Medical Association; the Air Force Society of Clinical Surgeons; the Alpha Omega Alpha Honorary Scholastic Society; and is a Fellow of the American College of Surgeons. He has also written numerous articles for medical publications.

Council Member Jones’ community affiliations include the Fullerton Chamber of Commerce, of which he is a past president, and the Fullerton Rotary Club. In 1996, he was named the Chamber’s “Man of the Year” for his efforts in revitalizing that organization, which had been steadily losing membership.

Council Member Jones and his wife, Norma, have two children - son Richard, a physician, and daughter Kathryn McMahon, an attorney - and two grandchildren, Christopher and Carrie.
