MINUTES OF THE REGULAR MEETING OF THE LIBRARY BOARD OF TRUSTEES June 27, 2002
CALL TO ORDER:
The meeting was called to order by President Carolyn T. Johnson at 1:32 p.m. in the Library Board Room.
ROLL CALL:
Present: Mrs. Johnson, Ms. Lee, Mr. Hostetter, Mrs. Mann, and Mrs. Britt.
Staff: Al Milo, Library Director Chris Meyer, City Manager Betty Schwarzkopf CPS, Administrative Secretary
MINUTES OF MAY 23, 2002:
Mrs. Johnson noted that on page 4, first paragraph ELE should be ELL (English Language Learner), and on the same page Item 8c, the CALTAC instructor's name should be "Jane" Jones.
Mrs. Mann moved and Ms. Lee seconded that the minutes of May 23, 2002 be approved as corrected. The motion carried.
WARRANT REGISTER FOR JUNE 2002:
There was an inquiry regarding a $5,000 expenditure for OCLC. Director Milo explained that OCLC is a cataloging subscription service.
Ms. Lee moved and Mrs. Mann seconded that the warrant register in the amount of $43,227.07 be approved. The motion was approved.
EXPENDITURE SUMMARY FOR JUNE 2002:
Director Milo commented that the budget is 91.3 percent expended for the month ending 06/30/02 with 95.7 percent of the fiscal year completed.
REPORTS:
Library Director
Director Milo reported that St. Jude's Medical Center removed their kiosk from the Main Library. It was outdated technology and the information can now be obtained on the Internet.
Mr. Milo said that author John Steinbeck's centennial is being celebrated this year. In October the public will be encouraged to read The Grapes of Wrath. A program aimed at high school students is being planned.
A copy of the board members' terms of office was distributed.
There was no news about the State's budget and any cuts to Library programs.
The report was accepted and filed.
Friends of the Library
Nancy Lee reported that the Friends are contributing $1,500 to support the Hunt Branch birthday celebration. The Friends have received a $500 donation from the Fullerton Senior Citizens' Club and $200 in anonymous donations.
Library Foundation
Mrs. Mann reported that the Foundation will disseminate brochures to the Fullerton Senior Center and the Fullerton Museum Center as well as the library. The date for the Hunt Branch birthday celebration is September 8th. The Foundation Board will not meet in August. The Foundation lecture series will be held on February 9, March 9, and March 30, 2003. The programs will be the Ron Kobayashi Trio, Charles Phoenix, and the Poet Laureate of California. The Foundation received a $5,000 anonymous donation.
ACTIVITY REPORT FOR MAY 2002:
There was discussion regarding the dwindling revenue from copiers. Director Milo said he had spoken with the vendor and the trend is nationwide. Many patrons are e-mailing documents to themselves and printing them at home or their office. The report was filed.
OLD BUSINESS:
2002-2003 Library Department Budget
There were no changes to the Library budget. The budget was approved by the City Council on June 18, 2002.
Community Needs Assessment
Director Milo reported that the RFPs for the Library Needs Assessment study were sent out on June 13th. The deadline for responses is July 15th.
CALTAC June 22 Workshop
Director Milo distributed a summary of the workshop's small group discussions.
There was discussion regarding developing library programs to reach Fullerton's ethnic by diverse community. Director Milo said the RFP specified surveying the Korean and Spanish speaking residents. Ms. Lee added that there also needs to be focus on recruiting a more diverse Board of Trustees.
NEW BUSINESS:
Children's Internet Protection Act (CIPA)
Mr. Milo distributed a 5-page article about FAQs on CIPA written by Mary Minow, a lawyer-librarian.
It was decided by a federal court that the Act is unconstitutional. It will be going to the Supreme Court for a final decision. The American Library Association is against it. The Main Library's Children's Library will soon have access to the Internet. Children's staff is recommending that most public workstations be filtered. Those that are not filtered should require parental approval.
2002-2003 Closure Dates
Director Milo presented a list of dates that staff is recommending for library closure. He requested their approval.
Mrs. Britt moved and Mr. Hostetter seconded that Sunday, September 1, 2002 (the day before Labor Day); Tuesday, December 24, 2002 through Wednesday, January 1, 2003 (City Holiday Closure); and Sunday, April 20, 2003 (Easter Sunday), the Main Library and the Hunt Branch be closed. The motion carried.
ACCEPTANCE OF DONATIONS:
Mrs. Mann moved and Mrs. Britt seconded that donations in the amount of $43.52 be accepted. The motion was approved.
CORRESPONDENCE:
There was no correspondence to report.
BOARD MEMBER ROUND TABLE:
Mrs. Britt announced that she has accepted a position on the CALTAC Board beginning sometime after September 1st.
Mr. Hostetter said the June 22 CALTAC workshop was very worthwhile.
Mrs. Johnson presented copies of a draft letter to the City Council. She requested that the other Board members edit the letter and send any changes to her.
PUBLIC COMMENTS
City Manager, Chris Meyer, commented that on Tuesday, July 2nd, from 3-4 p.m. a reception would be held in the lobby of City Hall for Council Member Chris Norby, who has resigned from the City Council to take the position of Supervisor of the 4th District of Orange County. Mr. Norby's seat on the City Council will remain vacant until the November election. At that time an election will be held to fill the remainder of his term.
Mr. Meyer also requested that a Closed Session be included on the July agenda for the Library Director's performance evaluation.
