CALL TO ORDER
Chairperson Cochran called the Transportation & Circulation Commission meeting to order at 4:00 p.m.
1.CONSIDERATION OF STAFF REQUEST TO UPDATE THE FEDERAL AID CLASSIFICATION MAPS.
City Traffic Engineer Miller presented staff’s report stating that periodically city maps and street plans are reviewed to determine if they should be reclassified to conform to existing classifications of the Circulation Element of the City’s General Plan.
These particular streets have been on the list for over a year and have been determined to be the most appropriate to declassify from collector streets to local residential.The most noticeable of these streets would be Valencia Mesa Drive from Harbor Boulevard to Bastanchury Road.If declassified, it will be posted at 25 mph.The Police have no exceptions per Lt. Cave; and this list will be processed with Caltrans to change the Federal map.
Questions from the Commissioners were responded to by Mr. Miller.
·Since a prima facie speed limit is 25 miles per hour, these streets will not be posted with signs, with the exception of Valencia Mesa Drive which has been posted at its current speed for a number of years.
·Because these streets are classified as residential, and automatically considered a 25 mph zone (prima facie), the police can use radar for ticketing.
·Mr. Miller was not certain why some of these streets were initially designated as collectors, except that when applying for federal funding for certain improvements, the streets must be classified differently than a local street.Some streets in Fullerton may have been originally classified as collectors with intentions to build larger roadways than what was actually developed.
·Mr. Hoppe explained that these streets would most likely NOT be eligible for federal funding when competing against heavier trafficked streets locally and in South County.
·The reasoning for declassifying Valencia Mesa as a residential street is based on the same criteria as the other streets on the list despite of the appearance of the roadway being more rural and open.Also, Mr. Miller was attempting to preempt a neighborhood meeting by alleviating the multiple concerns of residents in this area, especially in light of the Providence development between Laguna Road and Sunny Crest, north of Valencia Mesa.
Lt. Cave stated the Police would like to see 25 mph speed limit signing on Valencia Mesa as a reminder and to educate the public.
Commissioner Olmsted made a motion to support staff’s recommendation for revisions to the Federal Classification Map.Commissioner Hall seconded the motion, which passed unanimously.
2.STAFF REPORT ON THE PROPOSED CAPITAL IMPROVEMENT PROGRAM PROJECTS FOR YEAR TWO (2006-07) OF THE ADOPTED 2005-07 BUDGET
Director Hoppe gave the Commission a short synopsis of Year Two of the current Capital Improvement Program concentrating particularly on street projects, at the Commission’s request.He mentioned
·Plummer Parking Structure, which will require $3 million from OCTA to complete the last deck;
·Placentia Avenue Railroad Crossing, which is a joint project with BNSF and the City of Placentia to replace the rubberized mat with concrete panels and reprofile the road;
·Study of slope on Harbor Boulevard just south Valencia Mesa Drive;
·Valley View Drive previously denied by Council for abandonment, and being used primarily as a trail will be refurbished;
·Federal funds are available to do landscape enhancements at the Lemon Street Underpass;
·Allocation of funds for aesthetic enhancements on arterial streets, i.e. Euclid – overhead wiring to be under-grounded, Chapman in the vicinity of Highland Avenue, east and west;
·Proposal to add a parking lot at Rolling Hills Park and remove on-street parking on Bastanchury coming from the north off Rolling Hills Drive;
·Transportation Center Parking Expansion – acquisition of property west of Harbor,south side of Santa Fe, formerly World Citrus, to build a 1200-space parking structure with bridge connection to the Transportation Center, partnering with OCTA to provide funding;
·Fox Theater will be requiring additional parking or possibly a missed-use project impacting traffic in the area;
·Civic Center Master Plan to provide adequate parking for a variety of uses on both the north and south sides of Commonwealth, including the Library, City Hall, the Boys and Girls Club, the Senior Center, etc.
3.CONSIDERATION TO CANCEL JULY MEETING.
Commissioner Olmsted motioned to cancel the July meeting.The motion was seconded and all were in favor.
4.REVIEW OF CITY COUNCIL ACTIONS
·Harbor Lemon Couplet concept was rejected;
·Amerige Court project is in the environmental phase.Council required 150% of available parking for the public.
Commissioner Olmsted stated that the Commission is seldom asked or told what affect parking structures have on traffic.Mr. Miller reported that a traffic study is being conducted as part of the environmental process.
It was the consensus of the Commissioners that the parking issues and circulation studies fordevelopment projects should be brought before the T&CC.Director Hoppe stated he will bring this issue to the City Manager and Director of Community Development to determine if this is appropriate in terms of process

The meeting was adjourned at 5:20 p.m. to the next scheduled meeting on August 7, 2006.
