CALL TO ORDER

Chairperson Nowels called the Transportation & Circulation Commission meeting to order at 4:00 p.m.

APPROVAL OF MINUTES

Commissioner Olmsted motioned to approve the minutes of March 6, 2006.Commissioner Gonzales seconded the motion, which passed unanimously.Commissioner Olmsted commended the Recording Secretary for doing a very good job with the Minutes.

NEW BUSINESS

1.ELECTION OF CHAIRMAN AND VICECHAIRMAN.

Commissioner Robeson motioned Mike Cochran as the new Chairperson.Current Chairperson Nowels seconded the motion, which passed unanimously.Commissioner Olmsted nominated Angela Lindstrom as Vice Chairperson.Commissioner Gonzalez seconded, and the motion carried unanimously.

2.CONSIDERATION OF A REQUEST FROM THE CITY OF PLACENTIA TO INSTALL “NO STOPPING ANYTIME” PARKING RESTRICTIONS ON THE EAST SIDE OF BRADFORD AVENUE FROM YORBA LINDA BOULEVARD TO 225 FEET NORTH OF YORBA LINDA BOULEVARD TO IMPROVE SIGHT DISTANCE.

City Traffic Engineer Miller gave a brief summary of this request from the City of Placentia.In response to a question from the Chairperson Cochran, Mr. Miller stated that Placentia will be installing the “No Stopping Anytime” signs on the east side of Bradford Avenue.

There being no further discussion from the Commission nor comments from the Public, Commissioner Robeson motioned to accept staff’s report and recommended that the City Council approve the City of Placentia’s request for “No Stopping Anytime” on the east side of Bradford Avenue from Yorba Linda Boulevard to 225 feet north of Yorba Linda Boulevard to improve sight distance.Commissioner Gonzalez seconded the motion, which passed unanimously.

3.REVIEW OF CITY COUNCIL ACTIONS

Mr. Miller responded to questions from the Commissioners regarding implementation, administration, and associated fees for the newly adopted Early Morning Parking ordinance and Hardship Parking Permits.Traffic Engineering Analyst, Dave Langstaff, reported that the Police Department will be the administrative department for this permit process.Sgt. Jones responded that she is involved in this new permit process and that not all details have been completed.She did, however, point out some of the major criteria, including the main point that if a resident has five cars, his residence has a two-car garage, and a driveway to accommodate two cars, one on-street parking permit would be issued.Chairperson Cochran confirmed that only one permit is allowed per household.Commissioner Hall inquired about the actual width of a two-car garage.Mr. Langstaff responded that these are the types of questions that will be discussed prior to actual implementation, sometime in July and possibly as late as next January.

COMMISSIONER COMMENTS

Commissioner Gonzalez stated he went out to the most recent drunk driver checkpoint held Friday, April 28, at Harbor Boulevard and Union Avenue.He was impressed with the Police Department’s handling of this program.

Chairperson Cochran thanked Rosa Nowels for her term as Chairperson.Ms. Nowels, in turn, thanked the Commissioners for their support and assistance during her term.

PUBLIC COMMENTS

No one was present to address the Commission.
