CONSIDERATION OF A REQUEST TO NAME THE EAST/WEST ALLEY EAST OF LEMON HILL TERRACE NORTH OF MALVERN AVENUE.
Would be checking with City Attorneys office. Clarified: may not be parking on Malvern. Actually is parking on Malvern.. Fire did not object to naming alley. Really no objection, but staff is not in favor or it.
Olmsted mailboxes actually in alley. How commonplace is this? Inclined to support, only if mail is delivered to the alley.

Mike naming would lead to confusion; suddenly might be confusing since they are already responding to the address. The cost is a concern but will this be timeconsuming for staff time.

Felicia West Avenue - deny request. Mark presented staffs request. 314 No Magnolia one car garage and South side based on descriptions, several properties deficient.
Based on interpretation of the code, numerous properties not utilizing onsite parking for intended use. City map indicates exemption on other streets for number of years, but no indication as to why this is so. Based on todays criteria, be denied.

Mark presented staffs report. And referred to exhibit. Each block must have support. However, only 1300 block is represented. 1200 block does not satisfy minimum of support.
Staff only considered 1200 block in its study. Units 1 garage car space. 6-7 guest spaces on north side. 1301 and 1307 has sufficient parking office space.
Appears deficient. However, Fullerton mobile home park vehemently opposed. The commercial properties signed although not considered.
Considering facts, supports existing in 1300 block. However, staff observed incidents on the south side available offstreet parking not being used for appropriate purpose.

Howard Finger mobile home parking. Calling for parking because it is marked for no parking. Residents complained because of lack of visibility

Considerable complaints regarding no parking. No parking in alley. Is there really a problem where the block wall exists. Are there really any disturbance calls.
Susanna 1132 tenants cars are not parked on the street. How can there be a visibility problem when these people do not come out at that time.
Nicholas mobile home park. 2071 E Pioneer. Pakr opened in 1969 w/181 spaces built out to 229 spaces. Adult mobile home park now senior park. Want to protect the seniors.
Olmsted how is this a problem? If adequate parking at entrance? Nichols trucks parking. Can trucks be not allowed.
Dave - Commercial vehicle parking is limited to 3 hours.

Chrystal James, cant work, go to school, and pay tickets. Disabled relatives who must park a mile from her residents.
Resident in mobile home park diesel engines run for hours. Bars close at 2:00 and much noise when these people come home.

Don 1200 block is not an issue unless tcc wants to amend. All existing parking considerations will still be observed. Approximately 15-20 spaces.

Staff report consistency in needed for installation of street markings as required by the City Council. Consistent with OC master plan of highways. Location in question is the park. Has no parking lot, but accessibility is available on the north side in the residential area. 7-9, 4-6 in afternoon.
Robeson can a parking area be provided? Staff is discussing with Community Services.
Present need is for no parking between 9 4 during peak traffic hours. Garages not utilized for parking in the condominiums.
Olmsted none front Bast? Miller no front doors on Bast but already marked for no parking.
Alternative to push curb in and would allow for on-street parking for the the park. More of a local park. No sports.
Brent what kind of problem would cutout cause with speed of traffic? Miller none reported at same setup to the east.

CONSIDERATION OF A REQUEST TO INSTALL A DISABLED PERSONS PARKING SPACE ON THE SOUTH SIDE OF TRUSLOW AVENUE ADJACENT TO THE PROPERTY AT 238 TRUSLOW AVENUE.
Miller presented staffs request. 25 feet for disabled marking. Staff approves.

Feb permit system parking council decided to not make any changes to existing ordnance. Various cleanups requested to the TCC full blocks, etc. Council not specific, but some areas appear to occur mid-block. Ordinance for permit system for extraordinary circumstances temporary basis. Permit for short-term need for parking, i.e. growing families, courtesy overnight exemptions.
Nothing has been examined as far as criteria, will need to be brought to the TCC then to CC; field visit for every request; annual renewal; tied to license and/or addresses. Mid to late summer.
