Chairman Robeson called the Transportation and Circulation Commission meeting to order at 4:05 p.m.
Commissioner Olmsted made a motion to ACCEPT the October 4, 2004, minutes as submitted. Commissioner Hardwick seconded the motion, which passed unanimously.
Mr. Miller presented the staffs report of its study, which was requested by the Fullerton School District. It was staffs recommendation to provide a crossing guard based on criteria as per the warrant study.
Commissioner Lindstrom asked if the new attendance boundaries affected crossing guard criteria implemented at other schools. Mr. Miller stated there is no effect.
Commissioner Cochran inquired if many children cross the street at this location. Mr. Miller advised that he and Mike Brito, FSD, were actually doing a preliminary check at this location to avoid charging the school district for a complete study if it appeared a crossing will not meet the required warrants. In this particular instance, the number of children crossing was surprising, and the study was completed at that time.
Commissioner Hardwick referred to a recent request from the ARCO station on Harbor Boulevard for a traffic control device near that same location. Mr. Miller responded that it was requested; however, the counts at that time were prior to the boundary changes and consequently did not include children pedestrians.
The hearing was opened for public comment. At this time, Chairman Robeson asked if anyone from the audience was opposed to the recommendation. As all interested persons favored staffs recommendation, no one wished to address the Commission, and the public comment segment was closed.
Commissioner Hardwick motioned to ACCEPT staffs recommendation to assign an adult crossing guard at the intersection of Harbor Boulevard and Valencia Drive. Commissioner Nowels seconded the motion, which passed unanimously.
Commissioner Olmsted advised those present that they should attend the November 16 City Council meeting in support of this recommendation.
Mr. Miller presented staffs report, which supports a recommendation to approve this request in advance of major improvements along the Orangethorpe corridor in efforts to reduce traffic congestion, the number of trucks, and also to provide an alternative route to the SR 91 freeway. This request is part of ongoing improvements which began at the west city limits proceeding to the east.
Notices were mailed to all business owners affected by this proposal as well as hand-delivered to each property so that everyone had sufficient time to make a response. Staff received one letter of opposition from Kims Iron Works.
Commissioner Olmsted inquired about the other types of businesses and where they take access. It was determined that they use Kimberly off of Acacia.
Commissioner Lindstrom inquired when the notices were mailed. Mr. Langstaff advised they were mailed on October 25.
Chairman Robeson inquired about the striping for three lanes. Mr. Miller advised that currently, Orangethorpe is striped for three lanes going eastbound, but westbound is three lanes through the intersection and then merges to two lanes in this vicinity. It is the intent to stripe for three lanes through to Acacia.
Commissioner Lindstrom inquired about the current Level of Service (LOS), to which Mr. Miller responded that it is at least E or worse. If the improvements are completed, the LOS will upgrade to at least a C or D. A grant application (HES) has been submitted by the Cities of Fullerton and Anaheim to upgrade the intersection as well as to redo the signal timing along State College Boulevard.
Commissioner Olmsted inquired about the initial off-street parking requirements for the property at 2331. Mr. Miller advised the property was conditioned for 13 parking spaces and 1 handicap space. The driveway entrance has been moved to the west. From observations, it appears that only 3-4 spaces are available for parking and the rest of the lot is used for storage/working area.
The public comment segment was opened at this time.
Ms. Edna Santiso, Assistant Office Manager for Kims Iron Works, spoke on behalf of Mr. David Kim, Owner, and stated objection to the proposal. She advised that there are in fact 14 parking spaces, including 1 handicap parking space, which are used for customer parking. However, there are 7 office staff and 25 warehouse personnel with no place to park except in the residential area.
Commissioner Nowels suggested a lease arrangement with Kimberly Clark for extra staff parking. Mr. Kim stated he will look into it. He commented they did not receive the notice until the 27th.
The public comment was closed.
Commissioner Olmsted concurs with staffs recommendation.
Commissioner Lindstrom inquired when the striping will occur. Mr. Miller advised that it will 6-12 months before a project is begun. Staff will, in the interim, work with Mr. Kim in an effort to start the process.
Responding to Commissioner Cochran, Mr. Miller stated that Orangethorpe will eventually be striped for three lanes through Fullerton from Buena Park to/through Placentia.
Chairman Robeson understands the problem, but the situation could be remedied if storage and equipment were relocated.
Commissioner Cochran motioned to ACCEPT staffs recommendation to install no stopping anytime parking restrictions on both sides of Orangethorpe Avenue between Acacia Avenue and State College Boulevard; and on the north side of Orangethorpe Avenue between State College Boulevard and Placentia Avenue. Commissioner Hardwick seconded the motion, which passed unanimously.
Chairman Robeson advised the audience that this item will go before the City Council the first meeting in December. The City is cognizant that the businesses do have a concern, and all will be notified prior to the Council meeting. He further advised that and that an appeal can be made.
Mr. Miller presented a staffs report based on an engineering department observation. The crosswalk is not intended for school children, and consequently does not affect the Safe Routes to School program.
The requirement to post a 30-day notice to remove a crosswalk has been fulfilled. Only one objection was received. A response call was made with no answer, so a message was left advising the resident of the T&CC meeting.
There was no one present to address the public comment segment.
Commissioner Hardwick motioned to ACCEPT staffs recommendation to remove the existing crosswalk on the west leg of Nutwood Avenue and Mountain View Place. Commissioner Cochran seconded the motion, which passed unanimously.
Mr. Miller presented staffs report which was requested by Fullerton Museum staff. Pomona Avenue is going to be under construction and will require restriping. Consequently, this is an opportune time to make the change. The same number of spaces will exist, just a relocation of the 15-minutes spaces. No objections were received from the surrounding property owners.
Commissioner Cochran motioned to ACCEPT staffs recommendation to remove and relocate two 15-minute parking spaces on the west side of Pomona Avenue between Wilshire Avenue and whiting avenue. Commissioner Hardwick seconded the motion, which passed unanimously.
Mr. Miller advised all T&CC items presented at the October 19, 2004 City Council meeting were approved
Mr. Miller commented on the topics to be presented at the Commissioners Workshop on November 6. Binders from the workshop are available to the Commissioners for a reasonable cost.
Commissioners Olmsted, Cochran, Nowels, and Chairman Robeson requested one each, with possible return if not reassigned to the Commission.
Other discussion included impact of new fees for overnight parking requests and the recently installed traffic speed signs.
The next regular scheduled meeting of the Transportation & Circulation Commission will be held on December 5, 2004, in the City Council Chamber at 303 West Commonwealth Avenue.
