CALL TO ORDER
The regular meeting of the Bicycle Users Subcommittee was called to order at 5:30 p.m.
APPROVAL OF MINUTES
The April 18, 2007 meeting minutes were approved.
1.DISCUSS PROPOSED 5 YEAR CAPITOL IMPROVEMENT PROGRAM.
There were two specific bike projects recommended; the first was the Puente Street Bike Connection and the second was the recommendation for Bike Lockers.
Some streets that are included in the arterial street list are Harbor Boulevard, Chapman Avenue, State College Boulevard, and some sections on Orangethorpe Avenue.
The Traffic Signing & Signing Improvements project includes various locations throughout the City.Traffic engineering does some striping modifications; they can also install some bike signage upon request.It was asked if the committee is notified about these requests or if they just occur when needed.Ron Bowers, stated that for signs, it would just be done and if it was impacting an existing route then the committee would be notified.It was also asked how the signs are selected as to where to place them?Mr. Bowers mentioned that staff works off the existing plan and if there is a route that needs signage then it would be installed, including existing class 2 route that have missing or damaged signs, roadway striping improvements are most common at intersections.
It was asked if there is anything designed for Puente bike lane.Mr. Bowers stated there was a preliminary design done and the project will require coordination with other agencies.A commissioner stated that he has reviewed their General Plan and he feels

Brea staff should be receptive to having a bike trail connection.It was asked if this time would be an opportunity to get some other things on the Capitol Improvement Program (CIP).The committee asked if all the money is coming out of the City’s budget.Mr. Bowers stated that $348,000 is the Federal Grant and $123,000 are for Engineering and Environmental Clearance.Mr. Bowers stated that the document that the commission is currently discussing is what will be going to Council. If there are any additional work added to the CIP then this committee needs to make the recommendation and staff will send there recommendation to the Transportation & Circulation Commission (T&CC).
The CIP is updated every year.Some of the locations the committee discussed to have reviewed were Nutwood and the Brea Creek Bike Lane. Mr. Bowers mentioned that the bike plan is updated every five years and once the general plan and the bike plan are updated then we would qualify for the state funding.He said if the committee is going to recommend projects, then they should limit them due to priority.The bike depot at the Transportation Center will be looked at with the Transportation Expansion Project.The Bastanchury Road Project is on hold right now.
The bike lockers were discussed.A commissioner mentioned that he thinks the money can be used to serve more people and not bike lockers because then parking spaces are lost.The committee suggested that a recommendation be made of the installation of additional Bike Storage Facilities at the Transportation Center.
