BUSC Minutes November 17, 2004

CALL TO ORDER

The regular meeting of the Bicycle Users Subcommittee was called to order at 5:30 p.m.

APPROVAL OF MINUTES

The Minutes of the August 18, 2004 meeting were approved.

NEW BUSINESS

  1. DISCUSS TRAIL SAFETY RULES.

    The Community Services Commission recently approved trail safety rules to be distributed to trail users. Staff stated that if further issues on the trails need to be addressed, the BUSC can present their recommendations to Community Services Commission.

    It was suggested for future BUSC meetings staff from Community Services can be invited to attend for their input. BUSC inquired about attending the staff meeting to discus police patrol of the trails. The BUSC wanted to have a representative there to give input to City staff.

    Motorcycles were purchased by the police department to patrol the trails. This was a reaction to public complaints that were asking for police enforcement on the trails. BUSC is unhappy and against the decision to use motorcycles, stating that it would invite the public to use such motorcycles as well. It was suggested that perhaps the police department could use mountain bikes or horses instead to patrol.

    It was asked if the BUSC can recommend the usage and possible handout of bells for cyclist. Bells would be distributed at cost or possibly give-a-way if a good deal can be made on a purchase of a large quantity. It has been a requirement that has not been pushed for a long time. Bells would notify hikers or equestrians that a cyclist is near and trying to get by.

    Education of public on trail use is essential for all trail users (bicyclist, hikers and equestrians) was mentioned by BUSC member.

  2. DISCUSS PROPOSED BIKE ROUTES IN WEST COYOTE HILLS

    Mr. Ron Beyers, Consultant/Project Planner to Chevron for the West Coyote Hills project introduced himself to the committee. Master Plan for West Coyote Hills was presented (Exhibit #27 of the West Coyote Hills Specific Plan). The General Plan shows a bike lane beginning at Euclid and Laguna heading west past Gilbert, then south connecting to Rosecrans. The northwest branch connecting to Beach Blvd. has been eliminated. In addition recreational trails are being installed.

    There will be bike lanes on both sides of the bridge at Gilbert plus an additional equestrian trail crossing. The bridge will be widened to accommodate all new changes. Bike lanes within the street will be class II. New trails/walking paths will be part of the Master Plan and the surface at the steeper sections of the trails has not been finalized.

    Possibilities and requirements for a Class I bike trail were discussed. It was recommended that the designer look at the connecting trails/routes to see if they meet City Specifications. There is a habitat/vegetation conservation plan that in detail addresses a lot of the BUSC concerns about the trails that are proposed in West Coyote Hills area. Mr. Beyers was asked by committee members to add a Class II bike lane on Gilbert.

    The BUSC approved the bike plan as discussed and shown in exhibit # 27 with the addition of a class II route on Gilbert.

  3. DISCUSS ROLE OF BICYCLE USERS SUB-COMMITTEE

    The members discussed two resolutions that were written in April 1992 which described the Bicycle Users Sub-Committees role/work plan. The resolutions stated that staff is to provide the Sub-committee with a meeting agenda. In turn, the Sub-Committee provides recommendations to the Transportation & Circulation Commission or public regarding bike trail/lanes.

    Public awareness to encourage more bicycle riding to work was discussed. Handouts to the public at the courthouse was a consideration.

    It was suggested to maintain a list of roads with improper signage that can be turned in to the appropriate department. The committee can recommend what streets and trails need attention/repair.

    The question was asked if the Sub-Committee was within its rights to propose bicycle improvements to new projects that are going on throughout the City. It was suggested to keep in close communication with the Engineering Department to know when areas that involve the bike lanes/trails routes around the City are up for reconstruction/repair. The Sub-Committee would like to be notified by perhaps putting such information on its monthly Agenda so that the Sub-Committee can give its input on design.

NON-AGENDA ITEMS

It was proposed that for the next meeting an item for discussion of proposed projects should be placed on the agenda so the Sub-Committee can brain storm to prioritize such projects.

The regular meeting of the Bicycle Users Subcommittee was adjourned to December 15, 2004.
