The regular meeting of the Bicycle Users Subcommittee was called to order at 5:37 p.m.
The Minutes of the May 19, 2004 meeting were approved.
St. Jude Hospital is in the process of updating its facilities to be in compliance with state and federal requirements. St. Jude Hospital has a master plan to replace most of its facilities on the east side of Harbor Boulevard by 2030. Staff is reviewing the impacts to the general plan.
The general plan calls for a Class I bike route in the Brea Dam Area from Valencia Mesa to Bastanchury Road and a Class II on Harbor Boulevard.
Northbound Harbor from Valencia Mesa to Bastanchury will be widened from three to four lanes to accommodate a right-turn pocket into the hospital parking lot and to east -bound Bastanchury. North- and southbound Harbor is currently six lanes with no room for a Class II bike lane. Staff does not recommend a Class II route between Bastanchury and south of Valencia Mesa.
Valencia Mesa will be extended to the east and a secondary entrance to the hospital parking structure will access through the Tennis Center access road and the Army Corps property. Denny Bean stated the Army Corps property could only be used for recreational uses, to which staff responded that it may be allowed as long as it is designated for public use. The hospital would be required to obtain approval from the Army Corps.
The BUSC concluded that Harbor Boulevard from Bastanchury to south of Valencia Mesa be changed to a Class III route.
Final design and location of the bikeway in the Brea Dam area and on Bastanchury Road has not been finalized.
Bastanchury east of Harbor is scheduled to be widened to three lanes in each direction.
The letter to Fullerton College was sent inviting a representative attend a BUSC meeting and discuss issues.
It was asked if the Planning Commission is studying trails and looking at changes to the recreational trail uses. Staff responded that nothing is scheduled to be heard by the Planning Commission. Staff has discussed installing safety signs on the trail.
Denny Bean noted the BUSC is willing to set up a booth and talk with users about trail safety. It could also be promoted at the Farmers Market by handing out maps and safety tips.
Fritz E. VonCoellin requested a map of the trails and bike routes on CD.
There is an organization called Trails For All that will hear complaints/conflicts from all trail users, i.e. equestrians, hikers, bikers, and joggers. It convenes every two-three months; tries to resolve any problems among the trail users; and is sponsored by the county.
