CALL TO ORDER

The regular meeting of the Bicycle Users Subcommittee was called to order at 5:43.

APPROVAL OF MINUTES

The Minutes of the September 17, 2003, were approved with the following corrections:

  • The plan for the bike routes and trails associated with the Amerige Heights development was presented to the Bicycle Users Subcommittee in June 2000 and was approved by the BUSC.

OLD BUSINESS

  1. DISCUSS THE FULLERTON BICYCLE TASK FORCE REPORT AND PROPOSED MODIFICATIONS.

    A subcommittee was formed to review the task force report and develop a short document of important items to cyclist that could be recommended to City Council for adoption as a City policy. At this time the report is not complete.

    The BUSC discussed the importance that new development and redevelopment projects are brought before the BUSC for review in the preliminary design stage when bike routes are impacted.

  2. DISCUSS BIKE ROUTES IN AND AROUND FULLERTON COLLEGE.

    Staff spoke with the college about bike riding on campus and was informed that riding on campus is not allowed and that bike lockers or racks are located in the parking lots.

    Staff discussed the fact that classrooms and associated buildings and parking lots are exempt from City review. In addition, the City has no authority to require the College to include bike routes through the campus.

    The Committee commented that Fullerton College has less full time students than CSUF. The typical Fullerton College student is on campus for approximately two hours and leaves for work making bike usage for them less practical when compared to the full time students at CSUF.

    Existing routes around the college include:

    1. Wilshire (Class III)
    2. Berkeley from Chapman to Harbor (Class II).
    3. Hornet and Dorothy (Class III).

    The BUSC suggested adding Newel Place as a possible Class III route. Staff commented that this might be a private street through the parking lot of the college and that staff would verify and report back to the committee.

    The future traffic configuration on Lemon between Chapman and Berkeley requires two lanes in each direction plus left-turn access into the college. A Class II route on Lemon does not seem possible at this time.

    The committee suggested writing a letter to the President of Fullerton College requesting support for bike usage in the city, and that the BUSC is available to assist if Fullerton College is interested in promoting bike usage or improving bicycle circulation through the college.

NON-AGENDA ITEMS

The BUSC is very pleased with the installation of a Class II bike route on Berkeley between Chapman and Harbor, and new Class II segments that have been installed at various segments of Orangethorpe.

The committee discussed future agenda items,including:

  1. Adding a bike route along Fullerton Creek.
  2. Non-paved trails including the Fullerton loop.

PUBLIC COMMENTS

No one was present to address the Subcommittee.

ADJOURNMENT

The regular meeting of the Bicycle Users Subcommittee was adjourned to January 21, 2004.
