Minutes September 18, 2003 - Project Area Committee No. 2

COUNCIL CONFERENCE ROOM AT 4:00 P.M.

Called to order at 4:10 p.m.

Present:

Rick Crane, Mike Hurst, Walt Johnson, Jane Reifer, Mike Ritto, Steve Rose, Brian Williams, Robert Zerrenner

  1. APPROVAL OF MINUTES OF MEETING ON MARCH 20, 2003 -

    Approved. (Jane Reifer, Mike Ritto)

  2. BUDGET UPDATE -

    • Is it feasible to narrow sidewalks on Commonwealth Ave. to allow diagonal parking? With the current controversy over the narrowed sidewalk at Florentine's, probably not.
    • Expansion of Plummer structure - is seismic code going to change again? We have not heard of any changes.
    • National Fire Protection Code effective in 2005. All other states using International Building Code. Will impose serious requirements on projects.
  3. AMERIGE COURT CONCEPT -

    Presentation by Terry Galvin of the concept plans and the tentative schedule for release of an RFP.

  4. HIGH SPEED RAIL STUDY -

    Status is environmental document to be released soon for public review. Bond issue is proposed for 2004 for $10 billion for part of project cost.

  5. NORTH ORANGE COUNTY CITIES TRANSIT STUDY -

    The consultant report is complete. Includes an alternative with light rail from the Fullerton Transportation Center. Report will probably sit on a shelf until the Santa Ana to John Wayne Airport is resolved or put on hold.

  6. PROJECT STATUS - AS REQUESTED -

    Bench/trash cleaning - Maintenance reports the trash and benches are on a schedule but it is not evident so far. There is a concern about pigeons everywhere.
    Police Dept. - Full completion will not be until May 2004.
    Students Parking - Problems again. Tickets being issued.
    Jane Reifer - Fox Theater update. Fundraising starting; newsletter being produced.
    Rick Crane - Requested copies of Arroyo Group study. Expressed concern for lack of long range planning in downtown.
