Minutes September 19, 2002 - Project Area Committee No. 2

REDEVELOPMENT CONFERENCE ROOM AT 4:00 P.M.

Called to order at 4:10 p.m.

Present:

Rick Crane, Scott Dowds, Mike Hurst, Kim Pouch, Jane Reifer, Robert Zerrenner

Scott Dowds volunteered to serve as chairman in the absence of the Chair and Vice Chair.

  1. APPROVAL OF MINUTES OF MEETING ON MAY 16, 2002 -

    Approved.

  2. BUS RAPID TRANSIT -

    Terry Galvin explained the Bus Rapid Transit concept being proposed by OCTA. It would be a limited stop service on Harbor Blvd. with distinctive signing and a new type of bus. Stops in Fullerton would be Harbor/Orangethorpe, Transportation Center, and CSUF. Committee members felt that this is a good idea and agreed that this could be a start towards a light rail system.

  3. FOX THEATRE -

    Members were concerned that any project should make financial sense. Any commercial development would include the two-story building and corner parcel.

    Options for development of the block include moving McDonald's and/or the housing on Pomona Ave. to achieve a unit count that would allow The Morgan Group to exclude the Fox Theater from its development plan.

  4. TRANSPORTATION CENTER PROJECT

    Terry Galvin reviewed the status of four projects:

    • Pedestrian improvements - should be complete by the end of September.
    • Signing and lighting - waiting for pedestrian improvements to be complete.
    • Caltrans/Amtrak ADA upgrades - will begin in October; fully funded by Caltrans.
    • Parking expansion - waiting for OCTA and Caltrans to complete a fund exchange so we can proceed this year. Hoping to begin environmental and appraisal work in October.
  5. ROYAL ROOFING -

    Terry Galvin indicated that Royal Roofing is to be vacated by September 30. Plans for new parking are complete, and demolition will occur in early October.

  6. PROJECT STATUS -

    Committee members were interested in possible solutions to the parking problems caused by Fullerton College. Terry Galvin said that a number of actions were being taken, including:

    • Allowing employees with valid permits to park anywhere.
    • Moving the Morgan and BRE construction workers to other locations.
    • Establishing two-hour parking on the west side of Pomona Ave. from Commonwealth Ave. to Amerige Ave.
    • Striping approximately 45 permit/3-hour spaces on the top deck of the east Wilshire structure.
    • Allowing Museum, Rutabegorz, and the First Christian Church employees to use the dirt lot across from the Museum until park construction begins.
  7. OTHER BUSINESS -

    Terry Galvin announced that Joe Henn, the Fullerton College representative on the Committee has resigned from Fullerton College. His replacement has not yet been appointed by the College. In response to a member question, Terry Galvin explained the concept of the restaurant overlay zone which is going to the Planning Commission and Council in the near future.

  8. ADJOURN -

    The meeting was adjourned at 5:10 p.m.
