REDEVELOPMENT CONFERENCE ROOM AT 4:00 P.M.

Called to order at 4:10 p.m.

Present:

Rick Crane, Christine Fighera, Walt Johnson, Kim Pouch, Jane Reifer, Mike Ritto, Brian Williams

Absent:

Christine Fighera was introduced as the new representative from Fullerton College.

  1. APPROVAL OF MINUTES OF MEETING ON SEPTEMBER 19, 2002 -

    Approved.

  2. BUS RAPID TRANSIT -

    Terry Galvin explained the status of the Bus Rapid Transit and OCTA's proposal to initiate limited stop service on Harbor Blvd., Commonwealth Ave., and State College Blvd. Stops in Fullerton will be at Orangethorpe & Harbor, Transportation Center, and CSUF. An OCTA consultant is preparing concept plans for bus stop designs.

  3. FOX THEATRE -

    Morgan Group has declined to accept Ed Lewis' proposal to extend their agreement because of additional costs. McDonald's has prepared a plan that would be acceptable to them to move to the corner of Chapman and Pomona Avenues.

  4. TRANSPORTATION CENTER PROJECTS -

    Pedestrian improvements - In process. Contractor not doing a first class job. Signing & Lighting - Delayed until January to get other contractor out of the way. Caltrans ADA Improvements - In process and proceeding smoothly. Parking Expansion - Preparing environmental documentation for both state and federal funds.

  5. BENCH REPLACEMENT -

    Everyone has responded favorably to the new benches downtown. Maintenance is a concern - the RFP for the new bus shelter contract contains requirements for cleaning. Jane Reifer suggested that there should be a maintenance schedule for all public furniture and fixtures. Jane Reifer made a motion to develop and implement a maintenance schedule for the downtown furniture and fixtures. Mike Ritto seconded the motion, which passed unanimously.

  6. PROJECT STATUS -

    Fullerton College - Doing studies and soils reports for developing a schedule for a parking structure on Lemon St. Meeting with high school and city to review plans for Lemon St. Parking impact on downtown to be partially mitigated by remote parking at Orangefair Mall. Christine will revisit the Plummer structure possibility as a mitigation for their parking structure projects.

    New lot on West Santa Fe will be complete in the next week or two. Walt Johnson stated that discussions are progressing on possible parking structure/housing on Fullerton Community Bank and World Citrus lots.

    Consultant has started work on concept plan for alleys between Commonwealth and Santa Fe.

  7. OTHER BUSINESS -

    Winter Festival flyers were passed out by Mike Ritto for the December 7 event.

    Metrolink Holiday Train is coming at 8:30 p.m. on November 23.

  8. ADJOURN -

    The meeting was adjourned at 5:00 p.m.
