Do You Qualify to Live in an Affordable Apartment?

To qualify to live in an affordable apartment complex your household income must be less than any one of the three income levels at the left (either 35%, 45%, or 60% of the median income level). Your rent will be equal to the amount corresponding to the number of bedrooms you choose in the income level that you fit into. For example, a family of four earning less than $35,235 (45% of the median income) would qualify for a 3-bedroom apartment with a monthly rent of approximately $881, or a 2-bedroom apartment with a monthly rent of $793.

Do the rents ever change?

Yes. Although, the rents listed in the chart at left are fixed once you move in, they will be adjusted upward each year as the cost of living increases. Normally however, rents do not go down in the event that your income should drop. You are still required to pay the rent each month even if your income should drop.

How do I know which apartment complex to apply to?

First, match your household income and family size with either the 35%, 45%, or 60% income level. Then choose which size unit your family needs, or can afford. Then review the list of affordable apartment complexes to see which property matches your requirements. Contact the property manager directly for additional information.

What if I'm a student?

Full-time students are generally not eligible to live in City-subsidized housing due to federal and state laws; however, students are encouraged to check classified ads and/or to use one of the many apartment search engines to locate an available apartment or check the following links for "off-campus" housing:

The City of Fullerton and the Fullerton Redevelopment Agency provide assistance from time to time to private developers so that they create apartments with rents affordable to income-qualified working individuals and families, senior citizens, students, and people with disabilities or special needs. This assistance has resulted in approximately 450 units of newly constructed, remodeled, and/or converted affordable units.

What is "Affordable"?

The definition of "affordable" is based on a formula that requires that enough income, after paying rent, be left over for other necessities like food, clothing, health care, transportation, and education. Generally, "affordable" means not paying more than 30% of a household's income on rent.

Does "Affordable" mean lower quality?

The City's goal is to meet or exceed traditional construction quality standards, by requiring that developers use the most durable materials to insure that the properties remain in good condition for 55 years or longer.

Who manages the Affordable Housing?

All of these affordable apartments are "privately-owned" and managed by proven professionals. The role of the City and Redevelopment Agency is similar to a mortgage lender. However, the City/Agency has the authority to require that the property be maintained in "first class" condition for 55 years or longer.
