Welcome to Community Development Online

Apply for a roofing, water heater, AC/Furnace, or Electric Meter Upgrade permit online.

You can check the status of a Building permit/case, a Planning application/case, a Community Preservation complaint or get parcel information. You may also apply for certain Building permits and file Community Preservation Complaints on-line.


Instructions for Using Community Development Online

This web site allows you to look up permit, case or complaint information and receive a report on its status. You can look up the desired permit, case or application by entering the case number (if you know it), by entering the address of the project or by entering the parcel number. Once you have entered the case number, address or parcel number, select the Search button and the permit information will appear on the next web page. Click on the Clear button if you want to clear the form and reenter the search information.

Building permit information on-line is limited to permits issued after January 1988. However, Building permits issued prior to May 2002 will contain less detailed information. Community Preservation cases on-line date from 1994 to present. Planning applications on-line include new submissions made after May 8, 2002. Permit, case or complaint information originating prior to these time periods is only available in paper form at our offices. Search: Building Permit/Case

You can search for a particular permit by entering all or part and any combination of the following:

  • Permit number (begins with BLD, COM, DEM, ELE, FIR, GRA, INV, MEC, MEP, MIS, OCC, PLM, SGN, or SPO) Permits issued prior to 2003 will begin with a two-digit year code (Example: 89, 90, 00, 01, etc.)
  • Contractor's name
  • Address of the project

Search: Community Preservation Case

You can search for the status of a particular case by entering all or part and any combination of the following:

  • Code complaint case number
  • Address of the complaint

If you are having trouble finding the desired record(s), entering a minimal number of search parameters will increase the number of records returned. The search parameters can be entered in upper or lower case. See the help below on formatting address or parcel searches.

Please be aware that due to the nature of Community Preservation complaints, only limited information is available to the general public.

Search: Planning Case

You can search for a particular application or case by entering all or part and any combination of the following:

  • Case number (begins with LRP, PRE, SUB or ZON)
  • Address of the project

Tips: Searching by Parcel

You can search for a particular parcel --- and associated permits/cases --- by entering all or part and any combination of the following:

  • Parcel number
  • Address of parcel or property

Parcel numbers use the following format:

###-###-## (For most properties)
OR
###-##-### (For "900" numbered properties)

Parcel numbering follows the conventions set by the County of Orange Assessor Department. The Assessor issues and updates parcel numbers. In most cases, the Assessor Parcel Number (APN) for a parcel is shown on the property owner's tax billing statement. The City of Fullerton is not responsible for corrections or issuance of parcel numbers. Parcel numbers are a numeric system for referring to each parcel of property within the county (Composed of map books, pages, blocks and parcels.)

Here are a few parcel number search examples:

Tips: Searching by Address

If you know all or part of an address you can enter the appropriate search criteria in the Number, Prefix, Street and/or unit box(es) on the form and then select Search below the Search entry form. The addresses are not case sensitive. Here are a few address search examples:

Applying for a Building Permit Online

You will be required to register on-line with us before you can apply for permits via our website. Your registration information is stored on our secure server. You will receive an e-mail notification once your application has been accepted through our system. You may then visit our office to pay the appropriate fees and pick up your valid permit. Your permit will NOT be valid until you have visited our office, paid fees and signed your permit. Please see the City Hall hours page for our hours and location information.

At this time, you may apply for:

Water Heater Change Out Permits
Re-roof Permits

In the future, other permit types may be obtainable on-line; please check our website often!

To proceed , you must have the following pieces of information at hand:

  • Street address for the property or project
  • For a re-roof permit, you must provide:
    • the number of roofing squares/square footage being roofed
    • tear-off or apply over existing roof
    • the type of existing roofing material
    • the type of new roofing material (for tile, please include the ICBO number)
    • plywood and felt information
    • the slope of the roof.

Filing a Community Preservation Complaint or Violation Online

You may now file a Community Preservation complaint on-line using the Internet.

The information needed to file a complaint is:

  • the specific address of the violation or complaint
  • a detailed description of the complaint (Note: This information is available to the public on-line. Do not state anything in this area that you would not want seen by the public, such as "From my kitchen window I can see ...". This will help protect your identity as the complainant.)
  • your name, address, and phone number (kept confidential on our secure server)

Please NOTE: When filing your complaint, follow the instructions carefully. You must enter and confirm the address or location of the violation BEFORE filling out other parts of the form.

We will respond to your complaint with an inspection within ten working days from the date your on-line complaint is retrieved from our server. If you would like to receive a call back regarding the disposition of your complaint, please indicate this on the complaint form. Please be aware that due to the nature of code complaints, some case information must be kept confidential.

You will be required to register on-line with us before you can use our system to submit a complaint. All registration is stored on our secure server. If you have never used our on-line system before, start by registering here.
