COMMUNITY MEETING NOTES

UNIVERSITY HEIGHTS COMMUNITY MEETING
Elks Lodge Facility – 7PM
November 18, 2004

  1. Headcount: 80 people in attendance.
  2. How long does a CUP last?
  3. What are the restrictions on the CUP?
  4. Isn’t there really no recourse if a CUP goes out of compliance?
  5. Only one entrance and exit onto the site?
  6. Does the proposed development go beyond the current paved area?
  7. Residents heard that one of the earlier versions had the cul-de-sacs of 2 streets going thru to the site; is that true?
  8. Has the impact of the additional cars been analyzed – how will it impact the neighbors – will this access be analyzed?
  9. How close will the project be to the existing homes on Helen Drive?
  10. Will Elks continue to have long term parking on-site?
  11. There is a perception that there have been problems with the infrastructure in this area; where will they be served from? Will infrastructure come from Harbor or Brea Blvds.?
  12. There have been some subsidence problems in this area, how will the residents be assured that additional slope failure will not occur?
  13. Will CSUF own the units?
  14. Can the University sell the property?
  15. What might the cost of the units be?
  16. Who pays the difference in the costs between what the professor pays and the market rate?
  17. Where will the university get the money?
  18. Opinion given that the state should subsidize the project.
  19. Does the University pay taxes?
  20. Does the buyer have to be a University employee for a specific period of time, what happens when someone leaves the University?
  21. Where is the Buena Park project?
  22. Why 44 units?
  23. The access driveway dumps onto Brea, which has lots of traffic and ball field activities at Lyons Field.
  24. When will construction begin and how long?
  25. Residents voiced concern that construction traffic will impact the condos at the bottom of the access.
  26. Will the town homes have fire sprinklers?
  27. Will the Fire Dept. require changes to the access? Additional points of access?
  28. The B.P. project has all fire lanes when there is no stopping, would a delivery truck stop in the driveways?
  29. Where are the guest spaces?
  30. Has there been consideration of a noise wall along the access driveway?
  31. Concerns about traffic noise and noise from the residences along the north/east side of the access driveway
  32. It would be helpful to here some points of reference on the graphics so residents can understand the project better.
  33. Where will the retaining walls be?
  34. Will the grades of the project be at the same level as the current grades?
  35. The plan shows a trail, what is proposed?
  36. Trail riders are currently coming down Helen Drive.
  37. Has anyone thought of making the main access to the site thru the parking lot on Brea Blvd.?
  38. If the public trail goes on Elks property, will the city take on the liability?
  39. Has the impacts to the school districts been assessed?
  40. The issue is not more money for the schools; it is about the quality of the educational experience.
  41. What will be visible of the project from Brea Blvd. and Harbor Blvd.?
  42. Right now the neighborhood to the north doesn’t see anything; what will they see?
  43. Will there still be a wall along the backside?
  44. Couldn’t the money be used to subsidize the buying of existing houses in the city, rather than buidling a compound?
  45. Who will maintain the property?
  46. This project solves an Elks Lodge issue & University Issue.
  47. Concerned about traffic.
  48. Will the existing landscaping be removed?
  49. Concerned about dust during construction that would impact the seniors that live to the north
  50. Has the parking requirements been changed in the last 11 years? The Sr. Condos don’t have enough.
  51. Will there be CC&R’s?
  52. Aren’t there too many units? The Buena Park project has less density and the single family residents nearby are 3 to 6 DU/Acre.
  53. If the Elks club is losing members, then couldn’t they have a smaller building and then few dwelling units?
  54. If the geotechnical and soil analysis shows that mitigating soil instability is so costly, is there a point at which the project is not feasible?
  55. Will this impact the response time to 911?
  56. Are there parking requirements for the Elks Lodge?
  57. How will parking work during their big events?
  58. Any consideration given to the height of the town homes? Impact views?
  59. Since there will be traffic and people, will there need to be more Police and Fire staff?
  60. Has there been thoughts to allow right turn only out of the driveway?
  61. The project is over-saturating the site.
  62. The traffic on Brea Blvd. is fast.
