Brief Project Description: An approved project to demolish an existing retail center and construct a new commercial/office development comprised of approximately 10,400 sq.ft. of retail; 8,000 sq. ft. of restaurant uses; 101,725 sq. ft. of medical office; and 3,700 sq. ft. of administrative offices, and a 549 space parking structure. The request includes applications for a Major Site Plan; a Zone Adjustment to permit "universal" sized parking spaces and a minor reduction in required parking (less than 5 percent); a Conditional Use Permit to exceed the base floor area ratio; and an Abandonment and Realignment of public service easements. (Generally located at the SWC of Bastanchury Rd . and Laguna Rd., encompassing an area between Bastanchury Rd., Laguna Road, Laguna Drive, and Sunny Crest Drive)
Past Status Reports Status as of July 2007: Portions of the development are under construction. Plans for further construction are in the plan check process. Status as of 10/19/06: Temporary parking lot has been constructed. The parking structure and 84,405 s.f. medical office building is under construction on the south side of Sunny Crest Drive. Final design of the structures on the north side of Sunny Crest Drive are under review.

Demolition permits issued for western half of existing shopping center; temporary parking lot plans approved. Project construction details and final landscape plans to be routed to Redevelopment Design Review Committee for comment on 4/13/06, per conditions of approval. - Status as of 12/6/05:
Appeal Denied by City Council; Project approved with conditions. - Status as of 11/14/05:
Appeal of Planning Commission approval filed. - Status as of 10/27/05:
Mitigated Negative Declaration and the mitigation monitoring program adopted by Planning Commission and project approved as recommended by staff (ZON05-00088 request for a minor reduction of parking spaced denied), subject to staff's recommended conditions of approval. - Status as of 10/20/05:
City staff has reviewed the applicant's revised proposal and prepared a staff report for the Planning Commission meeting of 10/26/05. Staff recommends the Planning Commission take the following actions: ADOPT the Mitigated Negative Declaration and the mitigation monitoring program.
APPROVE the following requests subject to findings and staff's recommended conditions: - ZON04-00098 Major Site Plan to consider the development of the site;
- SUB04-00008 Abandonment and Realignment of Public Utility Easements;
- ZON05-00087 Conditional Use Permit to allow a floor area ratio above 35%;
- ZON05-00088 Zoning Adjustment to accommodate universal parking spaces in lieu of a combination of standard and compact spaces.
DENY the following request, subject to findings: - ZON05-00088 Zoning Adjustment to allow a minor reduction in required parking.

- Status as of 10/3/05:
Applicant submitted a revised development proposal which has eliminated all of the residential units. The revised project will not require a zone change or specific plan; therefore it does not require City Council review. Proposed project includes a major site plan, conditional use permit, and zoning adjustments.
