Brief Project Description: The purpose of the Go Local Program is to increase transit ridership by extending existing OCTA transit services. Initial planning efforts were funded through Step 1 allocations provided under the renewal of Measure M, the County transportation sales tax measure. Fullerton initiated planning efforts that resulted in the concepts identified below. OCTA actions are indicated following each concept. Additionally, Fullerton is participating with a consortium of five north county cities on a regional transit planning effort. Three proposals created through partnership with Brea, La Habra, Placentia and Yorba Linda have also been selected for Step 2 funding. These include shuttle services from the Fullerton Transportation Center (Harbor and Commonwealth) to employment areas in Brea, Park-and-Ride shuttles from Yorba Linda and Placentia, and a La Habra Community Bus/Neighborhood Circulator. Status Update December 17, 2008:
Transit Service Extension Recommendations • Further explore the feasibility of implementing a fixed guideway trolley system utilizing an existing Union Pacific rail right-of-way that is currently being contemplated for relinquishment between it’s southern terminus at the Metrolink rail lines near the Brookhurst Avenue/ Commonwealth Avenue intersection to it’s northern extension into the Cities of Brea and La Habra with future potential service extension to Whittier. This system would share the existing rail ROW with a multi-purpose path within the City of Fullerton and provide a transit alternative serving the northern residential areas of Fullerton and the commercial and industrial areas Brea and La Habra. OCTA found this concept too preliminary in nature to advance to Step 2; however noted that it presents a transit opportunity that could be included in future OCTA area studies.
• Further explore the feasibility of implementing a circulator street car system serving areas between Cal State Fullerton and the Fullerton Transportation Center. This system could be preliminarily deployed with rubber-wheeled vehicles with the potential for long-term conversion to a fixed guideway facility. Approved for Step 2 service planning by OCTA Transportation 2020 Committee on December 15, 2008.
Station Hub Recommendations • Construct, operate and maintain an Information Kiosk to provide information on parking availability, guidance on connections to alternative modes and maps and materials to Metrolink and Amtrak users and provide real-time transit information on bus routes including the Harbor Boulevard BRT. OCTA will review this concept in conjunction with all station and parking enhancement projects submitted by other Orange County cities through the Go Local process. These items will be moving forward with recommendations to be formulated in early 2009.
Recommendations for Other Service Gap Opportunities • Improve gaps in transit service on existing transit routes to improve headways in underserved areas of the City of Fullerton. City recommendations will be forwarded to OCTA Transit Division for further consultation and discussion.
