CALL TO ORDER:

The meeting was called to order at 4:10 p.m., by Chair Gillespie

PROJECT MANAGEMENT PRESENT: Tamasa Alvarado, Resident Manager
OTHERS PRESENT: Gabriela Michel, Property Manager, Solari Enterprises, Inc.

APPROVAL OF MINUTES:

A MOTION was made, SECONDED and CARRIED by members present, to approve the Minutes of March 6, 2003, as written.

APPOINTMENT OF NEW COMMITTEE MEMBER

Housing Programs Supervisor Morad advised the Committee that she had hoped to introduce the new Committee Member, Paul Andresen, CEO of the Anaheim YMCA, at this meeting. However, Mr. Solari did not make his selection until the day before the meeting and Mr. Andresen's paperwork was not processed in time for him to attend this meeting.

Ms. Morad asked if Mr. Andresen lived in Fullerton. The question arose whether Committee Members must be Fullerton residents. Ms. Michel said she was not sure, but she thought he was a Fullerton resident. Ms. Morad said she would ask Administration whether this is a requirement to be a Committee Member.

SCHEDULE OF FUTURE MEETINGS

A MOTION was made, SECONDED and CARRIED by members present, to hold meetings every two months instead of monthly, unless there is a special need.

PLANNING COMMISSION REPORT:

Each Committee Member was given a copy of the Agenda Letter and Inspector's Report that was submitted to the Planning Commission. The commissioners were very pleased with the report, and happy to see the improvements since the SRO's last review.

Committee Member Johnson shared an article from the Fullerton News Tribune about the SRO, and mentioned how surprised she was to learn that the vacancy rate is very high. Housing Programs Supervisor Morad stated that at the time of the inspection, there were 20 vacancies. Redevelopment Project Administrator O'Leary said that because of the new income guidelines, many applicants do not qualify.

The new resident manager, Tamasa Alvarado, introduced herself and said she has been the manager since April 2003. Chairman Gillespie asked what is the current vacancy rate. Ms. Alvarado replied that since she has been manager, she has filled all but 11 vacancies. Sixteen applicants did not qualify. Their income is either too high or too low; they are denied because of bad credit, or because they have a criminal background. In order to qualify for a rent of $397, you cannot make less than $11,995 or more than $36,700.

Chairman Gillespie asked about student status. Ms. Alvarado replied that only part-time students are allowed to apply. Committee Member Axe inquired why would a full-time student not be eligible if they have parents who provide support. Ms. Michel said it is because of the tax credit regulations, and resident's selection criteria. The Committee expressed a desire to see a copy of the resident's selection criteria. Ms. Michel said she would be happy to provide the Committee with a copy. Working full-time students would qualify; however, not a full-time student that is supported by parents. Housing Programs Supervisor Morad stated that the rules are set up so that the units would not turn into a dorm. Ms. Alvarado said that some residents are moving out because of the noise from the Fire Department and the construction across the street. She advised the Committee that Fullerton City Lights will be open from 8 a.m. - 5 p.m. every Saturday to accommodate new applicants.

Chairman Gillespie thought it would be good to know how many times during a 24-hr period that the Fire trucks go out.

DISCUSSION OF WORK PROGRAM/ACTIVITIES:

QUARTERLY INSPECTION SCHEDULE

A six-day notice shall be given to Ms. Alvarado prior to each inspection. Each Committee Member will inspect one floor.

Mr. Andresen will be notified of these dates and is welcome to attend any one of the inspections.

EMERGENCY RESPONSES

The Committee reviewed a copy of the latest Emergency Response Report. The Police Department's figures for April/May are not included in this report. The report will be updated as soon as Sergeant Gillett returns from vacation.

The trend is down -- a positive sign.

TV ANTENNAS

Housing Programs Supervisor Morad said she does not yet have information as to what the original agreement/contract wording means, "must provide an operating television system", and whether residents would have to share in the cost for cable if the antennas did not provide sufficient reception.

Ken O'Leary, Redevelopment Project Administrator, said now that the building across the street is nearly completed, it might be an appropriate time to take digital photographs of the view of the antennas from the fourth floor of the new building.
