CALL TO ORDER:Chairman Rosen called the meeting to order at 9:05 a.m.

INTRODUCTIONS - COMMITTEE AND STAFF MEMBERS:

ACTION ITEMS:

PRJ03-00630 - ZON03-00057. APPLICANT AND PROPERTY OWNER: SU NAM. A request to use the existing location as a math and English tutorial school on property located at 124 North Euclid Street (east side of Euclid Street between Wilshire and Commonwealth Avenues) (C-1 zone) (Categorically exempt under Section 15301 of CEQA Guidelines).

Present were Su Nam, the property owner, and Jodie Kim.

Planning Intern Mizokami stated that the applicant is proposing a math and English tutorial school using the existing floor plan of a tenant space at 124 N. Euclid Street in a C-1 zone. The layout would consist of a lobby, library, a common restroom, three study rooms, kitchen, and storage room. The hours of operation would be from 9:00 a.m. - 6:30 p.m. with the peak period being from 2:00 p.m. to 6:30 p.m. The school could accommodate 20-25 students and would tutor students from grade school through early high school in terms of age. Parking will be located at the rear of the property. Seven parking spaces can fit toward the rear with the gate closed. There is a shed and landscaping directly behind the property that could possibly accommodate three additional parking spaces. Staff has concerns about the pick-up/drop-off areas and the circulation of the site. Committee Member Wallin said the proposed pick-up and drop-off area along Euclid Street should be discouraged, and would prefer that the alley be used instead.

Committee Member Mullis asked how many teachers would the school employ, how long the classes are expected to last, and if the parents typically wait for their children. Ms. Kim stated that there would be no more than three teachers, and would work with students on a one-on-one basis unless the school becomes exceptionally busy. In that case, the ratio would be one teacher to eight students. The tutorials usually last about 45-50 minutes. The parents usually do not wait for their children to finish class. Committee Member Tabatabaee inquired about where the students would wait for their parents to pick them up. Ms. Kim said the students would wait within the front lobby.

Committee Member Wallin was concerned with the speed and volume of cars along Euclid Street and would prefer that the driveway be closed. He asked the applicant how important is it to have a driveway off of Euclid Street, and if the driveway is needed, that it be a one-way exit to the alley.

Committee Member Tabatabaee said that the Building Code requires a non-rated parapet and firewall due to the Change in Occupancy from the prior use to an education facility, and setback requirements. Further modifications would also be necessary to comply with The Americans With Disability Act (ADA). The school must have two handicapped restrooms, and both the front and the rear exits must be ramped. The exit door must have a landing and swing outward. The revised plan should reflect these changes. Committee Member Tabatabaee encouraged the property owner to have her architect come in to discuss the changes with the Building Division. Committee Member Thompson said the fire alarm must be automatic. A parking layout will also be determined by Planning and Engineering.

MOTION made, SECONDED and CARRIED by all members present, to CONTINUE PRJ03-00630 - ZON03-00057 to the November 6, 2003, meeting to allow the architect time to prepare revised plans.
