CALL TO ORDER:Vice Chair Mullis called the meeting to order at 9:05 a.m.
COMMITTEE MEMBERS PRESENT:Mullis, Becerra, Tabatabaee, Thompson, and Wallin
COMMITTEE MEMBERS ABSENT:Rosen
STAFF MEMBERS PRESENT:Eastman, Kusch, Mizokami, Sowers, Norton

INTRODUCTIONS - COMMITTEE AND STAFF MEMBERS:

ACTION ITEMS:

PRJ03-00630 - ZON03-00057. APPLICANT AND PROPERTY OWNER: SU NAM. A request to use the existing location as a math and English tutorial school on property located at 124 North Euclid Street (east side of Euclid Street between Wilshire and Commonwealth Avenues) (C-1 zone) (Categorically exempt under Section 15301 of CEQA Guidelines). (Continued from October 16, 2003)

Present were Su Nam, applicant and property owner, Heather and Su Kim.

Planning Intern Mizokami stated that the applicant has submitted revised plans that should address the following issues discussed at the last meeting:

A non-rated parapet and firewall due to the change in occupancy.
Ramping both front and rear exits.
The need for two handicapped restrooms.
An automatic fire alarm.
The exit door must have a landing and swing outward.

Committee Member Wallin noted that the changes listed above did not include Engineering's comment at the last meeting about removing and/or blocking the Euclid Street driveway. Removal is preferable to effectively deter cars from pulling into the driveway. The apron should also be removed and landscape and sidewalk restored. Committee Member Mullis asked how the driveway removal would affect parking.

Committee Member Wallin stated that the parking could effectively be realigned. Ms. Kim said the revised plans do not reflect the driveway removal. She was under the impression that the driveway was going to be blocked in some way so that no one could enter.

Staff comments:

The plans must be revised to create a driveway entrance with parking on both sides at the rear, relocate the ramp at the back to stretch along the rear side of the building, and add a ramp for the front; remove the driveway apron replacing it with a sidewalk and landscaping at the front, and address how the problem of drainage could be resolved.

There are still setback and a fire-rated wall issues along the north side of the building that would make it necessary to remove the existing windows. There must be two restrooms, one for each sex. Only one ramp may be necessary if only one exit is necessary. This would be determined during the plan check process. Committee Member Tabatabaee suggested that the architect call for an appointment to discuss revisions with the Building Department. One parking space should be labeled "Drop Off/Short Term Parking." The plans must also show the nearest fire hydrant.

MOTION made, SECONDED and CARRIED by all members present, to CONTINUE PRJ03-00630 - ZON03-00057 to allow for additional revisions.
