Residents from the neighborhood were Mark Greenhalgh, 2285 El Rancho Vista; and Michelle Chasse, 2289 El Rancho Vista.
Project Planner Linnell presented the request saying AT&T has submitted a proposal for a telecommunication facility located at 2270 Rosecrans Avenue, on the same site as a previously proposed monopole. The monopole was never approved for this site, and it is being developed across the street in public park. AT&T's proposal is different from what was proposed before. The telecommunication facility would be camouflaged within two false chimneys, with an equipment enclosure shown as a small extension to the existing one-story commercial building.
The applicant stated that AT&T has conformed to City Code by constructing the chimneys not to exceed 10-feet in height above the existing roof line, and by incorporating the equipment into an existing building. The two chimneys would be built into the building using reinforced trusses, framing and fiberglass to create a structure that would allow reception. The structure would be coated, textured and painted to give the appearance of used brick. Samples of the materials were submitted for review. Maintenance of the equipment would be done once a month during regular business hours of 8-5.
AT&T has conducted a safety study that indicates that the new facility would be well within the allowable emission and safety standards.
Program Planner Linnell noted that access to the equipment enclosure is not clear on the plans. The applicant said that access is proposed to be on the south side of the building, but the design could be changed to have the access from the north side.
The meeting was opened for public comment.

The applicant said that AT&T would not have a problem with relocating the entry door for the equipment enclosure to the front.
The applicant explained that the Sprint site (at Coyote Hills Park) is not a viable alternative for AT&T due to design and lease issues.
Chairman Rosen said the reason this project does not require a 37' setback is because the requirement for a monopole is different from telecommunications facilities that are roof-mounted like this one. The applicant advised that because of the landscaping and parking requirements, the equipment enclosure could not be moved further back. In answer to public noticing Chairman Rosen said that only adjacent owners were notified because of the nature of the proposal.
Program Planner Linnell stated that a small fence dividing the property between residential and commercial is called out on the original plans that were submitted in 1977. The fence was not a condition of approval, however. It is unknown whether the fence was ever installed, or installed and later removed.
Program Planner Linnell requested that a landscaping plan be submitted for the area around the new construction. Inspector Thompson from the Fire Department said that the plans should show the source of emergency power (batteries/generator) and that a Knox Box be installed to allow police and fire access to the facility. Chairman Rosen said a fence should be part of the conditions if the request is approved; the question is, who will maintain the area between the fence and the commercial property. Because of this unresolved issue he recommended that the request be continued.

There is a problem with drainage on the southwest corner of the property. This can be corrected with either a storm drain or a foot-high wall.
