April 16, 2003

CALL TO ORDER:
Chairman McNelly called the meeting to order at 7:35 a.m.
MEMBERS PRESENT:
Adamson, Devlin, Hardwick, Hoover, McNelly, Mitchell, Murphy, Roberts, Twineham
MEMBERS ABSENT:
McCormack
STAFF PRESENT:
Water Systems Manager Carlson, Program Planner Linnell, and Clerical Support Thompson
APPROVAL OF MINUTES:
Minutes of the March 19, 2003 meeting were APPROVED as written.
DISCUSSION ITEMS:
  1. Urban Water Management Plan: Update from the sub-Committee

    Water Systems Manager Carlson gave a brief history of the Emergency Water Plan adopted in 1991 by the City Council. He said that the current plan is based on a 5-part phased system with each succeeding phase more restrictive. Staff recognizes a need for a different system for implementing the Emergency Water Plan, in conjunction with making revisions to the tiered water rate system the city is currently using. He updated the Committee on his March 19th meeting with the sub-committee. After some additional discussion Water Systems Manager Carlson concluded that some additional research would be necessary before the final set of recommendations would be proposed. He said that a new plan would not go into effect before January 2005, and that he would update this committee later on in the year.

  2. Sewer lateral lines: Update from Chairman on the issues and status of recommendations developed with the Citizens' Infrastructure Review Committee

    Due to time constraints, Vice Chair Roberts recommended to table this item to a future meeting and move on to the next item. Chairman McNelly recognized the recommendation and agreed to continue the item.

  3. Earth Day, Fullerton, Saturday, April 19, 2003: Update from staff

    Program Planner Linnell announced that Saturday April 19th the Earth Day celebration here in Fullerton would be located at the Fullerton Transportation Center from 11 a.m. to 6 p.m. Staff will have a booth with information on the various recycling programs throughout the city, and he invited any committee member interested to join staff in handing out literature.

COMMITTEE MEMBER COMMENTS

Vice Chair Roberts commended Chairman McNelly for taking care of family first, and offered his condolences for the passing of his father, Professor Willis E. McNelly.

Committee Member Hardwick informed the committee of his review of the more successful schools in the Beverage Container Recycling program. His investigation found that the individual schools might not be actually receiving the revenue from the program, but instead, the money may be going directly to the School District. He said that this issue should be discussed at the next meeting with Mark McGee from MG Disposal and perhaps a representative from the School District.

AGENDA FORECAST

Items to be reviewed at a future meeting will include a discussion with Mark McGee on a Compost Giveaway for 2004.

ADJOURNMENT

The meeting was adjourned at 8:55 a.m. The next regularly scheduled meeting will be on May 21, 2003 at 7:30 a.m.
