CALL TO ORDER:

Chairman Hardwick called the meeting to order at 7:30 a.m.

MEMBERS PRESENT:

Adamson, Hardwick, Hoover, Mahaffey, Murphy, Pendarvis, Pugh, McNelly, Burtner

MEMBERS ABSENT:

Roberts and Schmidt

STAFF PRESENT:

Associate Planner Viado, and Clerical Support Haberman

OTHERS PRESENT:

John Carlson, Water System Manager and Larry Sears, Consultant for the Urban Water Management Plan (UWMP)

APPROVAL OF MINUTES:

Minutes of October 18, 2000 were APPROVED amended at follows: MEMBERS PRESENT: Adamson, Hardwick, Hoover, Mahaffey, Murphy, Schmidt, McNelly, Roberts and MEMBERS ABSENT: Burtner, Pendarvis, Pugh

ACTION ITEMS:

Urban Water Management Plan

Chairman Hardwick introduced John Carlson, City of Fullerton Water System Manager. Mr. Carlson briefly explained to the committee the need for the Urban Water Management Plan (UWMP) as he had identified previously at the October 18th ERMC meeting. He indicated committee members were forwarded a draft copy of the document for their review and recommendations and he was now seeking comments from the committee.

Several committee members offered their suggestions for clarity and accuracy in the plan. After a discussion of the suggested changes to the plan, a motion was made to approve the draft submitted on November 15, 2000 with the recommendations mentioned, and that no major changes be made to the UWMP before going to the City Council in December. This motion carried unanimously.

Committee member Burtner asked why this report did not address water contamination. Chairman Hardwick responded that the focus was on efficient use of water and not about contamination of water.

DISCUSSION ITEMS

Materials Recovery Vouchers

Associate Planner Viado informed the committee members of the City's consideration of offering residential customers a voucher to be used at the materials recovery facility. The vouchers would be a means to encourage use of the facility rather than taking potentially reusable or recyclable materials directly to the landfill. Vouchers would basically subsidize the difference in the cost of the charge between the landfill and the materials recovery facility. This action would be a part of the AB939 program. The details are to be worked out and if the program is completed, will be presented at the December meeting.

COMMITTEE MEMBER COMMENTS

Chairman Hardwick shared an invitation to attend a meeting on the Groundwater Replenishment Program sponsored by the Orange County Water District. The meeting is to be held at the main branch of the Fullerton Library, Room B at 7 PM on November 28, 2000. Committee members had a brief discussion on Fullerton and the surrounding area's water quality.

Committee member Mahaffey asked for an update on the status of the Beverage Recycling Program. Associate Planner Viado indicated work was still in process to get all participants involved and the advertising details clearly determined. If this program is successful it can be renewed yearly or the allotted money can be used for other programs. All participants are experiencing staffing problems which are causing the program to move slowly.

Committee member Pugh acknowledged that his term on the ERMC would be over at the end of this year and that he would not be on the Energy Resource Management Committee next year.

Committee Chairman Hardwick stated that he would continue to serve on the ERMC if he was appointed by the City Council.

Associate Planner Viado informed members of the free water education class, Water 101, to be held on November 29, 2000 at the Orange County Water District in Fountain Valley, CA.

ADJOURNMENT

There being no further business, the meeting was adjourned until December 20, 2000.
