One of the Committee's responsibilities is to advise/monitor the City's progress toward achieving a 50% solid waste diversion rate by the year 2000, as required under AB 939. Through a revision of the base year tonnage, and continued implementation of the 'mixed waste processing' program, the City has achieved a 54% diversion rate. The Committee continues to discuss additional recycling and waste diversion programs, and will recommend implementation of those programs they believe beneficial to the City's waste diversion efforts.
The implementation of the Citywide Green Waste Collection Program in January 2000 proved to be a success and will continue to be implemented for residential waste collection.
The Committee continued to support the City's Used Oil Collection Program by recommending approval of the City's application for Used Oil Block Grant Funds from the California Integrated Waste Management Board. The Committee also continued to review, approve, and support materials associated with the Used Oil Program advertising campaign, which encourage utilization of Certified Collection Centers within the City.
A major Committee responsibility is to monitor the City's water production and usage, and to review applicable legislation regarding water quality and emergency water management. Members were given special guest presentations on various water-related issues in Orange County and have also had the opportunity to visit facilities associated with water production and distribution. The Committee also reviewed a revision to the City's Urban Water Management Plan and recommended its approval to the City Council.
The Committee is also monitoring Storm Water Pollution/National Pollutant Discharge Elimination System (NPDES) issues. Presentations were given by both the County of Orange and City Staff regarding these items. The Committee continues to follow this issue closely, and will make necessary recommendations after further research and information has been gathered and presented.
The California Department of Conservation recently awarded the City grant funds for Beverage Container Recycling and Litter Reduction activities. Funds are currently being utilized to maintain and promote the Fullerton School District public recycling bin program. The Committee has been involved with monitoring the progress of this program and will continue to explore and make appropriate recommendations on the use of future grant funds as they are awarded to the City.
