Morad, Housing Programs Supervisor Terry Keasling, Recording Secretary CALL TO ORDERChairperson Brannock called the meeting to order at 6:40 p.m. Roll Call APPROVAL OF MINUTES OF MARCH 24, 2003 MOTION was made, seconded and CARRIED by members present to approve the Minutes of March 24, 2003, as written. NEW ELIGIBLE CDBG AREAS Ms. Morad advised the committee that the City received a list, approved by HUD, of new areas based on the 2000 census information. A new map will be mailed as soon as it is ready. The map will show the new boundaries. Ms. Morad provided a hand out from the Tool Bank and advised they are reducing their amount from $51,300 to $49,010. Committee Member Leon arrived. Ms. Morad indicated that staff will request $100,000 from HOME funds and apply it to the Housing Rehab Program. This will allow $100,000 for other CDBG projects. A letter was sent to HUD asking that they change their after rehab value of a home to 95% of the medium sales price. A three bedroom home, on the average is approximately $334,000, which will make the after rehab value be $317,300. If they approve that, the City can operate the program with HOME funds. This will also increase the first-time homebuyer program. The Rehab program has followed the lead-based paint procedures and it proves to be very expensive. If the loan exceeds $35,000, staff would like to receive approval from the Loan Committee level instead of taking the project to City Council. Crittenton Services advised they are cutting out part of their project so they can pay the prevailing wage required by Davis-Bacon rules and regulations. Ms. Morad was not sure if this agency realizes that it applies to the entire project. Rebuilding Together cannot seem to find any projects in Fullerton so they have contacted the City for projects. Staff provided information on a project that exceeded $35,000. Rebuilding Together has to follow lead-based paint rules as far as safe practices. RECOMMENDATIONS Chairperson Brannock advised the committee that during a HUD visit, recommendations of the Boys and Girls Club and Meals on Wheels were strong. Denial of the current request for Marian Homes would not be out of the question based on their Section 811 grant ($664,000). If they do not qualify, this program will be brought back to the committee for approval of funding with year-end returned CDBG funds. All members are invited. The committee requested quarterly status reports if Section 108 is approved.
