APPROVAL OF MINUTES MOTION: By Member Wade Richmond, seconded by Member Bob Barclay to accept the minutes of the March 28, 2002 meeting. Motion carried. There was no quorum for the April 25, 2002 meeting; therefore, there are only notes and no minutes requiring approval. OLD BUSINESS NOISE AND OPERATIONS REPORT/AIRPORT INCIDENTS - April 18, 2002 through May 17, 2002
Operations were reported by Manager Propst as follows: - April 2001 - 8,394 operations
- April 2002 - 8,321 operations
- May 2001 - April 2002 (12 consecutive months) - 92,715.
Manager Propst reported on nine noise complaints for the period of April 18, 2002 through May 17, 2002. He commented that there were only two noise complaints last year during this same period. Noise Complaint Highlights - Manager Propst reported that there was a plane crash at Troy High School early in the morning, which resulted in a noise complaint at 6:15 a.m. on Friday, April 26, 2002 due to the large number of media helicopters flying over the site. These helicopters, he said are very invasive. He also reported on one complaint from a nurse who works at St. Jude Hospital. He said she was so upset about being awakened by aircraft noise that she threatened not to provide adequate medical care to any pilots who crash in the area and need medical attention while she is on duty. Manager Propst said he told her that what her comments were, "absolutely unacceptable." Manager Propst said that he wanted to speak with the man who called in a complaint about a low flying jet, but he was unable contact him. Chair Harris commented that his wife told him she saw the jet also, and that is was very noisy. Manager Propst described his numerous conversations with an Anaheim resident who frequently calls to complain about public safety and military helicopters. Manager Propst commented that this individual has written and complained to the City Manager and the Fullerton and Buena Park city councils. Manager Propst expressed that, other than explaining regulations and what helicopters are allowed to do; he is not quite sure how to respond to this individual. He stated that he anticipates hearing from this man again and probably often. He also stated that the man is very polite to him and appears to be intelligent. AIRPORT MONTHLY SAFETY INSPECTION Monthly Safety Inspection for May 2002 - Member Leigh Jacobs conducted the monthly safety inspection for May 2002. Manager Propst discussed storm water drainage. FAPA REPORT Next FAPA meeting - Manager Propst reported that FAPA has a meeting on June 11, 2002, at 6:00 p.m. The guest speaker will talk about post crash survivability. He invited committee members to attend. He said there will be a barbecue. Spot Landing Contest - Manager Propst reported that a spot landing contest will be held June 22, 2002 at the airport. He said the City will provide the event coverage. MANAGER'S AIRPORT UPDATE South Ramp Reconstruction Project Manager Propst reported the following: - The South Ramp Reconstruction project is almost finished.
- The low spots have been repaved three times, and while some areas still hold water, they will not be repaved again.
- Some of the striping needs to be finished.
Master Plan Update - Manager Propst said the planning advisory committee is in being formed, and a meeting time will be determined for the first meeting. 2002-03 Budget Manager Propst reported the following: - There have been very few changes in this budget from the last one, but there may be significant changes in the next one.
- There are increases in both revenues and expenses in the 2001-03 airport budget. This is due, in part, to the cost of paying for a half-time airport service worker, who will be hired during the next fiscal year. This cost is estimated at about $30,000 per year. One of the reasons for hiring this new staff member is for security, to have staffing from 6:00 a.m. until 9:00 p.m. seven days a week. Additionally, this individual may be available to cover shifts during regular staff absences. We are currently advertising for this person will be hired in July 2002.
Financial Assistance - In response to an inquiry by Member Harris, Manager Propst reported the FAA is going to provide funding for design work for the north west corner funded by a $150,000 entitlement for general aviation airports. A consulting design engineer will do the design work beginning in October. The FAA would not, he reported, fund security enhancements. Manager Propst commented that there is a bill being drafted by the state legislature to fund security enhancements for general aviation airports, but due to the budget deficit, we probably will not receive State funding. Mishap at Troy High School - Manager Propst reported on the plane crash that occurred at Troy High School on Friday, April 26, 2002. He showed photos, explaining that the pilot has flown to work for 20 years from Corona to Hawthorne, Santa Monica or Santa Barbara, his airplane was well-maintained, he flew "a point eight every day-point four going and returning-did not use the plane for recreation, and had detailed computer logs and records. Manager Propst showed the committee an image of a typical flight plan from Corona to Hawthorne, which also designated the location close to the crash site. He said realized the pilot explained that he was having engine trouble somewhere just past the 57 freeway as he was headed towards the Fullerton Airport. He had lost engine oil and the engine seized just after flying over the high school. The pilot intentionally decided to land at the high school and crash into the fence, at 65 knots (about 80 mph), to prevent rolling into the houses. Manager Propst commented that the pilot was very lucky that the fence and the poles absorbed most of the energy. Manager Propst reported that the aircraft was damaged severely, though the cockpit and passenger compartment was not. After landing, he reported, there were about eight ounces of oil left in the engine, which leaked out after impact. Manager Propst said the NTSB inspector told Manager Propst that the engine failed because it was low on oil. Manager Propst reported that there was one minor injury of a passenger who broke her left arm, and the pilot had some lacerations on his face. The pilot, Manager Propst reported, went through the neighborhood, door-to-door, the following week and apologized to the neighbors for the incident.
