- Public Comments on Individual Complaints
Noise Complaints & Operations - There were four noise complaints. Three were about single engine planes; two were in Fullerton, and one was in Buena Park. The fourth was about an unknown type of aircraft in Fullerton. This compares with five complaints for the same period last year. Public Comments - There were no comments from the public. Operations were reported by Manager Propst as follows: - January 2001 - 7,517 operations
- January 2002 - 8,546 operations
- 12 consecutive months (February 2001 - January 2002) - 89,968.
Manager Propst commented that these numbers indicate a positive trend. AIRPORT MONTHLY SAFETY INSPECTION Monthly Safety Inspection for February 2002 - Member Wade Richmond conducted the monthly safety inspection on February 28, 2002. He reported that everything was satisfactory. Manager Propst reported that because of the reconstruction project on the south side, there remains a problem for pilots who fly in after 9:00 p.m. There is no staff available to transport anyone from the north side transient parking area. Cal Trans Aeronautics Airport Inspection - The first annual inspection in 27 months was conducted the week before last. This only took about 40 minutes, and it was determined that "the airport is in satisfactory condition with no identifiable safety problems." FAPA REPORT Manager Propst reported that the March FAPA newsletter has been published and distributed. The next FAPA meeting is March 19, 2002, and the guest speaker will be Austin Wiswell, Chief of the Division of Aeronautics, California Department of Transportation. MANAGER'S AIRPORT UPDATE South Ramp Reconstruction - Manager Propst said that the pavement is down, most of the anchors for the tiedowns have been drilled, some have been poured with concreted, all the striping has been surveyed in, and the cement has been poured for the three helopads. He reported that the contractor still has to fix the low spots in the pavement and take out a strip of pavement in front of General Aviation Company that did not meet specifications. He anticipates that the project will be finished by mid-March, and planes will be moving back to the south side of the field by the end of March. He also reported that there have only been minor mishaps, and overall, the project has gone well. He showed the committee the new tiedown scheme from the Airport Layout Plan. Master Plan Update - Manager Propst reported that this project is well underway. Most of the inventory work has been done. He said his goal is to organize a planning advisory committee. FAA Grant Application - Manager Propst reported that he will be applying for a $150,000 aviation entitlement grant from the FAA. He said he intends to use that money to design the pavement rehabilitation on the northwest corner of the airport. He wants to hire a consulting engineer firm to design the repairs. He also reported that he wants to use any money left over to use on security enhancements, particularly, tying all the gate card readers to a central computer. He said he also intents to research biometrics as an alternative to the gate card system. Budget - Manager Propst reported that the airport budget has been submitted. He asked for approval to hire a half-time service worker. Two reasons for this are: 1) security, to have staff on duty from 6:00 a.m. to 9:00 p.m. every day and, 2) to meet customer needs on weekends. He also reported that rates and charges will not be raised in this budget cycle, but that there are no guarantees after this budget cycle.
NEW BUSINESS There was no new business to discuss. COMMENTS FROM THE COMMITTEE Responding to Chair Leigh Jacobs, Manager Propst said that the entire parcel for Amerige Heights is under an avigation easement from 150 feet above the surface of the airport. Manager Propst commented that he believes that avigation easements are a band-aid for bad land use planning. He explained that he told the City Council and the City Manager that he anticipates that the airport will receive a significant number of noise complaints from the residents in that housing project. Responding to Chair Jacobs, Manager Propst explained that he intends to put up a sign with noise abatement procedures at the departure ends of the runways. Responding to Member Wade Richmond, Manager Propst discussed the impact on houses under the existing arrival and departure routes. He explained that the routes controlled by the City are not going to be changed. COMMENTS FROM THE PUBLIC None.
