Chair Denise Jennings called the meeting to order at 7:30 p.m. APPROVAL OF MINUTES MOTION: Moved, seconded and carried to approve the minutes of the August 8, 2002 meeting with two editorial changes. OLD BUSINESS MANAGER'S AIRPORT UPDATE Manager Propst reported on Airport operations for August 2002, comparing them to August 2001. He commented on the increase in operations for the past year and that he expected the upward trend to continue. He also commented that he has noticed an increase, recently, in larger aircraft using the airfield. Airport Staffing Manager Propst gave an update on the status of the Airport Operations Lead Worker and Airport Service Worker positions. He explained that he offered the Airport Operations Lead Worker position to Leonard Jimenez, who has worked at the Airport in the past. Manager Propst described Mr. Jimenez's background and qualifications and explained that he will start working in about a week. Manager Propst expressed that his goal is to have both positions filled in mid-to-late October. He explained that he intends for the Airport to be open from 6:00 a.m. until 9:00 p.m. every day of the year. Airport Day Manager Propst reiterated that Airport Day is scheduled for Saturday, September 28, 2002, and the theme will be the 75th anniversary of the Airport. He said that what was done last time worked so he intends to do things the same way this year. He spoke briefly about the plans for the event, mentioning that the Good Year blimp made a "low approach" at the Airport that week and it might fly over during Airport Day. He concluded that, due to increased advertising this year, the turn-out should be better than it has been in the past. He reported that Bill Griggs, Jr. would be the contact person for Aviation Facilities, Inc. (AFI), since Bill Griggs, Sr. will be out of town. He thanked Member Brian Rennie and Chair Denise Jennings for helping to produce the brochure. He talked about staff schedules for that week in preparation for the event, and who to contact if a need arises during the event. Northwest Ramp Project Manager Propst talked about the grant offer of $150,000 for the design work for the northwest ramp area of the Airport. He explained what his goals are for this project, his time-line, and he predicted that construction will begin late next summer. Master Plan Update Manager Propst explained that the Master Plan Update is well underway. He spoke about the planning process, his discussions with the consultant, and what he anticipates will occur over the next few months. He briefly mentioned hangar development, which will be determined by the results of the Master Plan Update study. Joe Craig's Death Manager Propst mentioned Joe Craig's death. He explained that Joe, who owned Craig Aircraft Maintenance at AFI, was killed recently in a tragic car accident.
AIRPORT SECURITY Gate Locks Manager Propst talked about the new gate lock system he purchased for the gates near the Terminal building and General Aviation Company. This new system, he explained, will allow him to track when and how often the gates are used. Viewing Security Cameras on the Web Manager Propst gave a report on the status of viewing images from the security cameras on the Internet, expressing that this system should be up and running very soon. New Security Tag System Manager Propst explained that in January when the Airport revalidates gate cards, he plans to use a new type of security tag to replace the current red security tag. County Tax Assessor's Report Manager Propst spoke about the report that the Airport sends out in January to the Orange County Tax Assessor. He described the method used to determine which planes to report as Fullerton based, using the Hangar Inventory and the Hangar/Tiedown agreements on file. He mentioned that there are situations that come up during the year that result in contention about which planes are reported. General Security Manager Propst said that there have been no break-ins or thefts reported at the Airport.
TWO FINALISTS FOR THE MEMBER-AT-LARGE POSITION WILL SPEAK TO THE COMMITTEE The committee invited the two finalists to address them during this meeting. Both finalists spoke about their qualifications and their reasons for wanting to be a member of the committee. Sid Gillman was first to speak and Richard Gunter was second. Afterwards the two were dismissed while the committee discussed their decision. VOTING TO SELECT THE NEW MEMBER-AT-LARGE By a hand vote of 5 to 2, the committee selected Sid Gillman to fill the Member-At-Large seat on the committee. After their vote they invited Mr. Gillman and Mr. Gunter back into the room to announce their decision. Mr. Gillman graciously accepted their offer and both Mr. Gillman and Mr. Gunter thanked the committee.
NEW BUSINESS In response to a question by a member, Manager Propst explained his reason for not agendizing the issue of the Hangar Waiting List. He said that he intends to bring this issue back to the committee for discussion before presenting any related requests to the City Council. He spoke about the field use fee, which the committee has voted to recommend to the City Council that this fee be eliminated, but that he wanted to consolidate their recommendations before going to the Council. He discussed the Hangar Waiting List Policy and the issue of the Hangar Waiting List. It was decided that a survey would be sent out to all who are on the Hangar Waiting List to determine who is or is not serious about needing a hangar. Manager Propst agreed that the survey should be sent out and as soon as possible, but suggested that results could not be tabulated before the next meeting, since there was not enough time. In response to a request by a member, Manager Propst agreed to send a letter to all committee members inviting them to the next Fullerton Airport Master Plan Update Planning Advisory Committee meeting, once the meeting date is set. COMMENTS FROM THE COMMITTEE A member asked if the Master Plan Update consultant has given any preliminary estimate of the number of hangars that should be built. In response, Manager Propst estimated that about 24 to 40 hangars were recommended; he estimated that a variety of types of hangars equaling about 36 should be built. A member asked about the time-line for presenting recommendations to the City Council regarding hangars. Manager Propst explained his intentions, which are to have the next Planning Advisory Committee meet to discuss the next phase of planning, before taking any aspect of the Master Plan Update to the City Council in November 2002. A member asked about the building leased by the Orange County Fire Authority (OCFA). Manager Propst discussed the seismic requirements that must be met for that building to meet codes, and explained that the Airport fund does not pay for these improvements. He explained the difference between private and public leases. He concluded by saying that he has not been told what the OCFA wants to do about this situation.
