Chair Brian Rennie called the meeting to order at 7:35 p.m. APPROVAL OF MINUTES MOTION: By Acting Chair Tom Polley, seconded by Member Nick David, to accept the meeting minutes of the March 28, 2002 meeting as written. Motion carried. OLD BUSINESS MANAGER'S AIRPORT UPDATE Operations & Noise Complaints - Manager Propst reported that the operations count continues to climb from a year ago. There were 8,857 operations in March 2002 as compared to 8,377 in March 2001. The twelve month totals were 92,715. There appears to be a trend over the last several months of an increase in operations. Noise complaints were down; there were only two complaints about fixed wing airplanes and no helicopter complaints. In spite of the effects of the September 11 terrorist attacks and the construction on the airport, it appears that business is better than expected. South Ramp Reconstruction - Manager Propst reported that the south ramp project is essentially done, however; when the contractors attempted to install U-bolts instead of S-hooks for the chains, Senior Airport Service Worker Charlie Ferranti stopped the crew from completing the installation and insisted that they comply with the engineer's specifications. Additionally, there is more painting that needs to be done, and there are some low spots in the pavement that have to be reground for a second time. He explained further that the construction company is at risk of be liable for liquidated damages, this should prompt them to move quickly and finish the project in the next couple of weeks. Master Plan Update - Manager Propst reported that the recruitment for a planning advisory committee is still underway. AIRPORT SECURITYFAA Grant Application - Manager Propst reported that he has not heard from the FAA about the $150,000 grant he applied for six weeks ago. He thinks the reason it is taking so long is that the FAA is busy with security issues. Since it is an entitlement grant, he is certain it will be approved. This money will be used to pay a consulting engineer to do the design work for the north west corner of the airport. Responding to Acting Chair Tom Polley, Manager Propst discussed the painting being done by the contractors for the south ramp construction project; that the contractors are not required to paint some areas, neither is the City, but that Senior Airport Service Worker Charlie Ferranti may be able to do the Chevron striping that may needed in the north east run up area. Responding to Chair Rennie, Manager Propst said that once the project is finished all the gates will be reprogrammed to operate on their normal schedule. HANGAR WAITING LIST POLICYManager Propst reported that he met with the deputy city attorney and Attorney at Law E.F. Kraly to discuss the Hangar Waiting List Policy. As a result, revisions have been proposed and are being reviewed. If necessary, he will inform the committee of any changes they may need to be aware of. A public hearing will be scheduled, at the some time in June, and according to protocol, to allow the public a forum for discussion concerning the fee to be on the Hangar Waiting List. He said, "the last thing we want to do as and airport community is go to City Council with an increase in the security deposit requirement and have...people show up..." saying that they were not informed about this, and that they do not agree with the proposed changes.
NEW BUSINESSSELECTION OF A REPRESENTATIVE FOR THE PLANNING ADVISORY COMMITTEE FOR THE FULLERTON MUNCIPAL AIRPORT MASTER PLAN UPDATE. Manager Propst explained what the functions of the proposed planning advisory committee for the Airport Master Plan update would be. He said, thought it will be an ad hoc committee, meetings be conducted according to the Brown Act requirements. He reported that Member Chuck Blumer asked to represent the Airport Advisory Committee. During the meeting, Acting Chair Polley asked to be on the committee. Manager Propst suggested that Acting Chair Polley represent his airport business. By consensus, the committee appointed Member Blumer as their representative. DISCUSSION OF SELECTION OF A NEW COMMITTEE MEMBER TO REPLACE DAVID MALMAD AS MEMBER-AT-LARGE.Manager Propst explained that the Member-at-Large seat has been, historically, someone selected by the committee. He said that it is not necessary for this person to be a pilot, but they need to recognize the time commitment involved. He also said that he would verify the process, but that he thought that the committee would select someone and pass this recommendation on for ratification by the City Council. He said he would find out who may have applied in the past, and that he will provide the committee with a list of names at the next meeting. He also explained the procedure for applying. He said that any applications received by the airport office would be distributed with the agenda packets for the next meeting. CHAIR ROTATIONManager Propst explained that the committee could make changes to the chair rotation list, which they were given. The committee did not propose any changes.
COMMENTS FROM THE COMMITTEE In response to Acting Chair Polley's inquiry about repairs to the alley by Ray's Flying Club, Manager Propst said that he suggested to the Master Plan consultant that in the Master Plan the alley be changed from a public alley to airport property. As airport property, it can be maintained with airport funds. Acting Chair Polley explained that there is a large hole in the alley that is over two feet wide and six inches deep, and there is no way to travel around it, particularly because his neighbor has been blocking the alley with various items, and he is parking in the alley-taking up public access space. He commented that this neighbor also appears to be cleaning batteries, washing them up-side-down in the alley. Manager Propst said he would discuss this with a City code enforcement officer. In response to Acting Chair Polley's inquiry about hiring a security guard, Manager Propst said he has not considered it. He said this was done in the past, but it did not prove to be beneficial. He explained that a plane could be stolen even if the airport was guarded by an armed Fullerton police officer. In response to Member Jeff Harris, Manager Propst said that the City did not pay for the security guard, and in fact, the City pays for nothing at the airport. He said rather, "for the privilege of belonging to the City, the airport pays $120,000 a year." The airport generates its own funding and is not supported financially by the City. Acting Chair Polley said one of his mechanics was stopped by a Fullerton police officer one night when he was on the premises late. Manager Propst commented that there is a police presence at the airport. He also said that if, with all the security enhancements, planes were still being stolen he would consider hiring a security guard. The downside is the cost, which is about $35-$45,000 per year. Member Blumer suggested that the airport hangar renters should be represented in this committee. Manager Propst agreed, especially since they generate about $504,000 in revenue annually, while tie downs generate only about $80,000 in annual revenue. In response to Member Peggy Lindenberger, Manager Propst said he would ask Charlie if a weatherproof literature holder could be installed at the Magnolia gate. He also explained why the (T)s were sandblasted out. He said that, "I had several pilots come to me and complain about a safety issue on short final being blown off centerline when somebody was in the run up area running up at high power with big engine airplanes." He said that neither he nor the City engineer thought this was a safety issue, but that the area would be changed back to the way it was. NEXT AIRPORT ADVISORY COMMITTEE MEETING The next meeting will be May 23, 2002 at 7:30 p.m. in the newly remodeled City Council Chamber at Fullerton City Hall.
