The meeting was called to order at 7:30 p.m. by Chair Winnie Houston.

APPROVAL OF MINUTES

MOTION: By Jeff Harris, seconded by Chuck Blumer, to approve the minutes of the April 26, 2001, meeting as written. Motion carried.

OLD BUSINESS

  1. MANAGER'S AIRPORT UPDATE
    April Airport operations were 8,294. There were no fuel flowage reports made in April. Airport and City staff are negotiating the scope of work and price with a firm for the Master Plan update study. The Airport has a grant offer from the FAA for $150,000 for this study. An agenda letter will be taken to Council in June for acceptance of the grant money from the FAA. The goal is to start this process in August with completion in one year. The South Ramp Project bids have been reissued and are now due back June 14. If a bid is received within the available funding limit, the construction can begin in August. Rod reviewed the changes the City is making to this project to lessen costs. Rod indicated the owner of the Tri-Motor aircraft parked in the Airport's commuter circle wants to rent that area for an air tour business. Rod announced that the Airport's proposed budget for Fiscal Years 2001-02 and 2002-03 will be presented to the City Council on June 12 at 4:00 p.m. and invited the Committee members to attend. Rod said the Eagle Flight date has been changed to Saturday, October 6, 2001. The Sunrise Rotary contact for this event is Al Burks at the Fullerton Police Department.
  2. AIRPORT SECURITY - Gate Card Revalidation
    The gate card numbers data base has been updated. In response to a statement by Tom Polley, Rod said he would call the City's Maintenance Services Department about patching the potholes in the alley on the north side. In an effort to conserve energy, all City buildings will be turning up the thermostat to 78° and the employees being allowed to dress "business casual." At the Airport, the security lighting can be lessened by about 33% without losing the overall effectiveness of the lighting. Rod is discussing different possibilities with Skip's Electric staff. The Airport is currently paying about $55,000 to $60,000 annually for electricity. Rod said Committee Member Chuck Blumer has completed a survey of the Airport and given Rod advice on this.

NEW BUSINESS

  1. ELECTION OF NEW CHAIR AND VICE CHAIR

    Rod reviewed the background on this. Rod noted that the term for the current Chair, Winnie Houston, is complete in March of 2002.

    MOTION: By David Malmad, seconded by Gene Baker, that this issue be tabled until the full membership is available for a vote or March, 2002, whichever is later. Motion carried.

  2. AIRPORT OPERATIONS - Discussion

    Rod said this topic was brought up at the last meeting and the Committee members wanted to discuss how to generate more operations and how to get more based airplanes at the Airport. Rod is considering sunshades for tied down aircraft. Rod will bring information on a new type of shade structure for aircraft to the next meeting. Rod discussed how the traffic count is handled by the Air Traffic Controllers.

    Chuck Blumer suggested a chapter of the Experimental Aircraft Association (EAA) be based at Fullerton Airport. Rod said the FAA prohibits donating office space or property to any non-profit organization.

    Chuck Blumer asked for a notch in the 30-mile radius. Rod said the Airspace Users Working Group has tried to get that, but the FAA will not authorize it. Rod said he would call the FAA on this.

  3. ENERGY USAGE IN CITY FACILITIES AND HANGARS

    This was discussed under item 2. AIRPORT SECURITY.

COMMENTS FROM THE COMMITTEE

Rod said Chuck Blumer had asked about the field use fee at the Airport. Rod explained the field use fee and reviewed the latest City Council Resolution (No. 8684 dated June 20, 1995). Should this field use fee be eliminated for the City hangars? Rod asked if the Committee wanted to have this on the next agenda. Winnie Houston surveyed the Committee members and they decided not to have it on the next agenda.

COMMENTS FROM THE PUBLIC

Ed Kraly asked about Airport flyers and handouts to local hotels. Rod said City staff is working on this.
