MEETING MINUTES
June 7, 2004

Chair Burtner called the meeting to order at 9:00 a.m.

APPROVAL OF MINUTES.

Approval of the minutes for the May 20 and June 3, 2004 meetings was postponed until the July 19 meeting.

DISCUSSION ITEMS

Approximately 30 minutes after the meeting was called to order, the technological problems involving a webcast between Fullerton and London, UK, were solved. Richard Lander, LocustWorld, who was in London, then had an opportunity to speak with the Working Group. Using a speakerphone and his e-mail response to questions that had been posed to all vendors, Richard Lander and the Working Group carried on a dialogue regarding the wireless network that had been proposed in LocustWorld's proposal. Mr. Lander elaborated on the e-mail questions and answers that were projected on an overhead screen in the Council chamber. A copy of the e-mail response is attached.

Fran McGrath and Tom Luckett, Color Broadband, gave a much more detailed description of the system that Color Broadband had proposed in its response to the Statement of Work. Unlike many VARs, Color Broadband is a full-service, multi-disciplinary Internet network development agency that specializes in the design, deployment, integration, and operation of broadband wireless networks. In Los Angeles and Orange counties it operates it own broadband microwave backbone access to the Internet and acts as a wireless Internet service provider (WISP). McGrath and Luckett proposed using 11 Airespace 4100 WLAN appliances with 802.11b/g antennas and APs to create a mesh covering the area of interest in the Statement of Work. Five of the applicances would be located along Harbor Boulevard and five along Amerige. Color Broadband acting as a WISP would provide point-to-point wireless Internet connection to the remote access points in the mesh and could control and monitor the system from its own response center.

Mike Contois, CDCE Mobile Computing, and Ron Pequette, Tropos, reviewed the system that CDCE had proposed in its response to the Statement of Work. The system will utilize approximately 9 Tropos 5110 Outdoor Wi-Fi cells in a mesh configuration at City of Fullerton locations to be mutually agreed to during the design phase of the project. The system will also utilize existing infrastructure locations where appropriate to provide backhaul into the existing City of Fullerton data network. Within the area of interest the network will deliver over 95% coverage with 99.99% reliability at data rates varying from 500 kbps to 5 Mbps. The network will provide for roaming and seamless interaction via installation and configuration of Netmotion or Padcom software and security. Tropos will also provide the software that will reside on a central control server. This software provides for network monitoring, network management, and field deployment of Wi-Fi cells. Tropos 3110 Wi-Fi cells can be used to extend the mesh network signal indoors.
