The Fullerton City Council will hold a public hearing Tuesday, July 12, on the proposed West Coyote Hills project.

 

The meeting will be held at 6:30 p.m. in the Council Chamber of Fullerton City Hall, 303 W. Commonwealth Ave.

 

The meeting will be broadcast live on the city’s cable channel, Time Warner Channel 3.  Viewers must be Time Warner subscribers to receive the broadcast.

 

The meeting will also be video-streamed over the city’s website, www.ci.fullerton.ca.us.

           

The meeting had originally been set for May 17, but was postponed when it was determined the proposed plan needed a review by the Orange County Airport Land Use Commission (ALUC) as a portion of the project site is within the Fullerton Municipal Airport Land Use Planning Area.

           

The ALUC reviewed the proposed plan in June and found it to be consistent with the Commission’s “Airport Environs Land Use Plan for Fullerton Municipal Airport.”

 

The 510-acre West Coyote Hills site is bounded on the north by La Habra, on the east by Euclid Street, on the west by the Hawks Pointe development, and on the south by Rosecrans Avenue.  Gilbert Street divides the property from north to south.

 

Developer Pacific Coast Homes proposes to build a maximum of 760 housing units in an approximate 180-acre portion of the area. 

 

Other components of the West Coyote Hills Specific Plan include a 5.2-acre neighborhood commercial development, and approximately 283 acres of open space and recreational uses.  The Specific Plan Amendment also addresses the adjacent 72-acre Robert E. Ward Nature Preserve.   

 

In June 2010, the council, on a 3-2 vote, denied the project.  Following that action, the developer filed a lawsuit against the city.  As a result of that legal action, the city entered into a settlement agreement with Pacific Coast Homes which included the requirement that the city schedule a new public hearing – the May 17 session - to reconsider the project. 

 

While the settlement agreement requires the city to schedule a new public hearing, it does not obligate the council to a particular course of action, and the council may either reaffirm its previous decision to deny the plan or may approve the plan as is or in some modified version.
