Use of Nonprofit Organization Material in City Publications

As a service to its citizens, the City of Fullerton makes space available in its print and electronic media to nonprofit organizations to allow them to publicize their special events/activities/programs.

The media available for this purpose are:

  1. Focus on Fullerton” water bill newsletter
  2. Parks and Recreation Department class newsletter community calendar
  3. City of Fullerton Government Cable Channel (Time Warner Channel 3)
  4. City of Fullerton Website – community calendar

In the case of the “Focus on Fullerton” water bill newsletter, the City’s Government Cable Channel and the City Website, publication of event items is free of charge; a nominal fee will be charged for items submitted to the Parks and Recreation Department class newsletter community calendar.

The City will make space available to nonprofit organizations in the media described above, the objective being to provide a limited public forum for nonprofit organizations to publicize their special events/activities/programs that are of general interest to the community and open to the public, as a service to the citizens of the City.

Only items submitted by nonprofit organizations will be considered for publication or broadcast. Items will be accepted on a first come, first served basis, and are subject to availability of space. Items will be published as space allows until the event has taken place.

Priority shall be given in the following manner, in order to provide the most equitable use of available space in the event that heavy demand results in space limitations:

  1. Items submitted by organizations based in Fullerton, whose purpose is to serve only the Fullerton community;
  2. Items submitted by organizations based in Fullerton, whose purpose is to serve the Fullerton community, as well as others;
  3. Items submitted by nonprofit organizations with sizeable memberships of Fullerton residents; and
  4. Items submitted by other nonprofit organizations.

Items submitted must be for events related to the activities of the submitting organization.

Items submitted must be for events/activities/programs open to the general public and not just to members of the submitting organization.

Items for religious worship services will not be accepted. However, items submitted by religious organizations or items with religious components submitted will be accepted, so long as they are for purposes other than worship (e.g., a church car wash or a guest speaker who may speak on religious topics but not lead a religious worship ceremony or sermon).

Items for the direct promotion of or opposition to any elected official or candidate or proposed law, or any other political position, will not be accepted.

Items submitted must contain the title, date and time of the event; the name and address of the event location; the name of the sponsoring organization; and a phone number the public can call for further information. Items may also contain any additional information about the event that may be helpful to the public.

Items submitted do not have to be in a certain form, although the City has made a form available on its website for the convenience of those nonprofit organizations wishing to submit an item.

The City reserves the right to decline any request for publication that does not fall within the submitting organization’s own guidelines or does not comply with this policy.
